<strong>An</strong> <strong>in</strong>ternational <strong>in</strong>stitute for rice research 21• K.R. Damle was secretary of Agriculture of the Government of India. Hill,Harrar, and I had become well acqua<strong>in</strong>ted with him dur<strong>in</strong>g our travels<strong>in</strong> that country. Damle was the key government official with whom theRockefeller Foundation worked out its agreement to support an operat<strong>in</strong>gagricultural program <strong>in</strong> India. Although he had to obta<strong>in</strong> clearancefrom his government before he could accept Harrar’s <strong>in</strong>vitation, he wasable to do so without difficulty. (It had been made clear to each prospectivetrustee-at-large that he was chosen not as a representative of hiscountry but as a knowledgeable <strong>in</strong>dividual who could assist <strong>in</strong> guid<strong>in</strong>gthe policies and programs of <strong>IRRI</strong>.)• M.C. (Pr<strong>in</strong>ce) Chakrabandhu was director general of the Department ofAgriculture with<strong>in</strong> the M<strong>in</strong>istry of Agriculture of Thailand. Well knownto the Ford and Rockefeller Foundations, he had recently received atravel grant from the latter to enable him to visit Asian and U.S. <strong>in</strong>stitutionsengaged <strong>in</strong> agricultural research and education. Chakrabandhuhad a B.S. degree from the University of the Philipp<strong>in</strong>es and an M.S.degree <strong>in</strong> plant breed<strong>in</strong>g from Cornell University. He accepted the<strong>in</strong>vitation to jo<strong>in</strong> the Board.Although the first terms of the members-at-large were staggered <strong>in</strong> lengthto avoid all expir<strong>in</strong>g at the same time, the standard term was 4 years. Dur<strong>in</strong>gthe 20 years from 1960 to 1980, 37 trustees-at-large from 19 countries served onthe Board.In 1965, the Board of Trustees passed a resolution <strong>in</strong>creas<strong>in</strong>g the number oftrustees from 10 to 14, thus mak<strong>in</strong>g it possible to have as many as 8 trusteesat-large.(A complete list of all <strong>IRRI</strong> trustees from the outset through 1980-81is presented <strong>in</strong> Appendix 6.) Beg<strong>in</strong>n<strong>in</strong>g <strong>in</strong> about 1974, trustees were addedfrom countries that were not important producers of rice. Among them wereRalph Riley of the United K<strong>in</strong>gdom, Francisco de Sola of El Salvador, AlbanGurnett-Smith of Australia, and H.W. Scharpenseel of the Federal Republic ofGermany. A significant addition to the <strong>in</strong>ternational membership of the Boardwas the appo<strong>in</strong>tment <strong>in</strong> 1978 of L<strong>in</strong> Shih-Cheng from the People’s Republic ofCh<strong>in</strong>a.The first meet<strong>in</strong>g of the Board of Trustees took place <strong>in</strong> Manila on 13-14April 1960. All charter members attended. On 13 April, <strong>in</strong> accordance withcorporate law, the group met first as Members of the Corporation, approv<strong>in</strong>gthe bylaws and elect<strong>in</strong>g themselves as trustees of <strong>IRRI</strong>. Hill was electedtemporary chairman of the corporation. After a half-hour, the meet<strong>in</strong>g of theMembers of the Corporation was adjourned and the first meet<strong>in</strong>g of the Boardof Trustees was convened. Harrar was unanimously elected chairman of theBoard and Wortman was elected secretary and treasurer. After his election,Harrar adjourned the meet<strong>in</strong>g so that the trustees could visit the proposed <strong>IRRI</strong>site at Los Baños.Before the <strong>in</strong>spection of the build<strong>in</strong>g sites, the trustees attended the <strong>in</strong>auguralceremonies of the <strong>International</strong> House of the College of Agriculture — builtwith funds from the Rockefeller Foundation — and were guests of the College
