Senior Research Scientists: In l<strong>in</strong>e with the above organization pattern, it is suggestedthat senior research scientists of the follow<strong>in</strong>g subject matters could be recruited as theprogram develops:1. Plant breeder 8. Soil physicist2. Plant geneticist 9. Agronomist3. Plant taxonomist or 10. Agricultural eng<strong>in</strong>eercytogeneticist11. Biochemist4. Plant physiologist 12. Agricultural chemist (process<strong>in</strong>g)5. Plant pathologist 13. Agricultural economist6. Entomologist 14. Farm management specialist7. Soil chemist 15. Information officerC. Each unit, be it a department, division, office or laboratory, must carry a dualresponsibility; i.e., research and tra<strong>in</strong><strong>in</strong>g. The educational function of the Instituteshould always be emphasized.D. It is proposed that basic studies be emphasized <strong>in</strong> the research program so that resultsthus obta<strong>in</strong>ed will be useful to all the rice-produc<strong>in</strong>g countries. Local program, suchas breed<strong>in</strong>g of a particular variety for local purpose, should be left to gubernatorial<strong>in</strong>stitutions.E. It is proposed that as the Institute moves on, it is worthy to consider the appo<strong>in</strong>tmentof the follow<strong>in</strong>g officers to be selected from local scientists <strong>in</strong> certa<strong>in</strong> major riceproduc<strong>in</strong>gcountries, where there are adequate research programs carried on andwhere there are abundant materials and <strong>in</strong>formation to be collected, to warrant itscooperation and coord<strong>in</strong>ation:1. Coord<strong>in</strong>ation officer — on coord<strong>in</strong>ation of research program and collection ofexperimental materials.2. Information officer — on collection and translation of rice literatures, dissem<strong>in</strong>ationof <strong>in</strong>formation for the Institute.There could be either a coord<strong>in</strong>ation or <strong>in</strong>formation office, or both, or one officerplay<strong>in</strong>g the role of the two, <strong>in</strong> the appo<strong>in</strong>tment from a particular country. They are notthe employees of the Institute, but they could receive honorarium from the Institute,the rate of which depend<strong>in</strong>g upon the load of work to be carried. The Institute willpay their travell<strong>in</strong>g expenses if they are called <strong>in</strong> for conference or consultation.F. For the build<strong>in</strong>g program of the Institute, it is suggested that:1. Field houses, service as shed for farm tools and tractors and related accessories, placefor hang<strong>in</strong>g materials harvested, and offices for field workers, should be provided.2. A blackboard should be <strong>in</strong>stalled <strong>in</strong> each laboratory.3. In cross<strong>in</strong>g-room, if any, a 100% relative humidity <strong>in</strong> the room must be assured forsuccessful cross<strong>in</strong>g.It is the wish of those present <strong>in</strong> the meet<strong>in</strong>g that the above suggestions will beforwarded to the Executive Committee of the Board of Trustees of <strong>IRRI</strong> for theirconsideration.
