Appendices 211Appendix 8OVERSEAS DEVELOPMENTINTERNATIONAL RICE RESEARCH INSTITUTECAPITAL COSTS OF ESTABLISHMENTRecommended actionApproval of a grant of $6.9 million to the <strong>International</strong> <strong>Rice</strong> ResearchInstitute at Los Baños, Laguna, the Philipp<strong>in</strong>es, for the purpose of f<strong>in</strong>anc<strong>in</strong>gthe capital costs of establish<strong>in</strong>g the Institute.BackgroundAt their meet<strong>in</strong>g <strong>in</strong> June 1959, the Trustees approved an appropriation of $250,000 forexpenses <strong>in</strong>cident to the establishment of an <strong>International</strong> <strong>Rice</strong> Research Institute <strong>in</strong> thePhilipp<strong>in</strong>es. The Institute was to be established jo<strong>in</strong>tly with the Rockefeller Foundationto carry on a program of research, tra<strong>in</strong><strong>in</strong>g, and dissem<strong>in</strong>ation of <strong>in</strong>formation aimed at<strong>in</strong>creas<strong>in</strong>g the quantity and improv<strong>in</strong>g the quality of rice, the world’s most importantfood crop.Plans for the Institute have been well advanced s<strong>in</strong>ce the Trustees gave theirapproval <strong>in</strong> pr<strong>in</strong>ciple to the project last June. The Rockefeller Foundation has appropriated$185,000 for operat<strong>in</strong>g expenses through December 31,1960 and has agreed toconsider requests for funds to cover the operat<strong>in</strong>g expenses of the Institute <strong>in</strong> futureyears. The Philipp<strong>in</strong>e cab<strong>in</strong>et has given its approval to the Institution’s establishmentas an autonomous tax-free body and has granted it automatic exemption from all dutiesand taxes on imports and from taxes on the salaries of foreign staff members. A memorandumof agreement outl<strong>in</strong><strong>in</strong>g the Institute’s purposes, organization, powers, privileges,and proposed f<strong>in</strong>anc<strong>in</strong>g, substantially as they were described to the Trustees lastJune, was signed <strong>in</strong> New York <strong>in</strong> December by the Presidents of the Ford andRockefeller Foundations and the Secretary of Agriculture and Natural Resources of thePhilipp<strong>in</strong>e government. This action was reported to the Trustees at the Decembermeet<strong>in</strong>g of the Board.Of the Ford Foundation’s orig<strong>in</strong>al appropriation of $250,000, $155,000 has s<strong>in</strong>ce beengranted to the University of the Philipp<strong>in</strong>es for the acquisition of 69.8 hectares (173.5acres) of land for the Institute. Added to land to be made available on a long-term leaseby the University of the Philipp<strong>in</strong>es, this will assure the Institute of the land requiredfor its experimental plots, laboratories, adm<strong>in</strong>istration build<strong>in</strong>gs, and staff hous<strong>in</strong>g.<strong>An</strong>other $90,000 has been made available by the Rockefeller Foundation for otherexpenses <strong>in</strong>cident to the establishment of the Institute.S<strong>in</strong>ce last September, the Rockefeller Foundation’s associate director for agricultural<strong>science</strong>s, Dr. Robert F. Chandler, Jr., has been at work <strong>in</strong> the Philipp<strong>in</strong>es on plans
