Appendices 197(4) Development of promis<strong>in</strong>g young scientists, primarily from South andSoutheast Asia, through a resident tra<strong>in</strong><strong>in</strong>g program under the guidance ofdist<strong>in</strong>guished scientists;(5) Establishment and operation of an <strong>in</strong>formation center and library which willma<strong>in</strong>ta<strong>in</strong> for <strong>in</strong>terested scientists everywhere a collection of the world's literatureon rice;(6) Organization of periodic conferences, forums, and sem<strong>in</strong>ars on current problemsand developments <strong>in</strong> rice research.ORGANIZATIONIt is proposed that THE INSTITUTE be <strong>in</strong>corporated <strong>in</strong> the Philipp<strong>in</strong>es as an autonomous,philanthropic, tax-free, nonprofit, nonstock organization; that as a benevolentcorporation, the term for which it is to exist shall be fifty (50) years from and after thedate of <strong>in</strong>corporation; and that it be operated by a Board of Trustees with membersrepresent<strong>in</strong>g the Government of the Philipp<strong>in</strong>es and the Ford and Rockefeller Foundations,and members-at-large represent<strong>in</strong>g major rice-produc<strong>in</strong>g regions of Asia.It is proposed that THE INSTITUTE be established at Los Baños, <strong>in</strong> the Philipp<strong>in</strong>eIslands, <strong>in</strong> close association with the College of Agriculture of the University of thePhilipp<strong>in</strong>es. Its physical facilities will consist of build<strong>in</strong>gs for laboratories, library andfield purposes, adm<strong>in</strong>istration, and staff hous<strong>in</strong>g; adequate acreages of land forexperimental purposes; and the necessary equipment, mach<strong>in</strong>ery, and supplies tosupport a high-quality program of research.It is proposed that THE INSTITUTE be staffed by outstand<strong>in</strong>g scientists selected fortheir special competence <strong>in</strong> fields directly related to the improvement of rice production.It is contemplated that staff members will be drawn pr<strong>in</strong>cipally from thosecountries <strong>in</strong> which rice is a major food crop.It is proposed to associate with the permanent staff of THE INSTITUTE youngerscientists who will receive advanced tra<strong>in</strong><strong>in</strong>g and participate <strong>in</strong> research <strong>in</strong> fieldsrelat<strong>in</strong>g to rice production, distribution, and utilization, after which they will return totheir respective countries to provide leadership <strong>in</strong> local and regional rice improvementprograms. It is expected that this tra<strong>in</strong><strong>in</strong>g program will be developed <strong>in</strong> the closestpossible association with the College of Agriculture of the University of the Philipp<strong>in</strong>es.POWERSIn furtherance of its general objectives, it is proposed that THE INSTITUTE have thefollow<strong>in</strong>g <strong>in</strong>cidental powers:(1) To acquire or obta<strong>in</strong> from any governmental authority, national, municipal, orlocal, foreign or domestic or otherwise or from any corporation, company,association, or person, such charters, franchises, licenses, rights, privileges,assistance, f<strong>in</strong>ancial or otherwise, and concessions as are conducive to andnecessary for the atta<strong>in</strong>ment of the purpose of THE INSTITUTE.(2) To receive and acquire by donation, grant, exchange, devise, bequest, purchase,or lease, either absolutely or <strong>in</strong> trust, contributions from any person, firm, orentity whomsoever of such properties, real and personal, <strong>in</strong>clud<strong>in</strong>g funds andvaluable effects, as may be necessary to carry out the objects and purpose of THEINSTITUTE and to hold, operate, use, or otherwise dispose of the same.(3) To do and perform all acts and th<strong>in</strong>gs necessary, suitable or proper for theaccomplishment of the purpose or the atta<strong>in</strong>ment of any or more of the objects
