<strong>St</strong> <strong>Francis</strong> <strong>Magazine</strong> Vol 8, No 2 | April 2012 2.1.2 Hostilities Hostilities broke out very suddenly, with attacks targeting the major transport hubs and routes, as well as other infrastructure. Certain areas suffered massive destruction under relentless bombardment and many people became displaced internally as their towns and homes were destroyed. Factions within the country responded with an equally relentless bombardment of their enemy, and each day seemed to bring further escalation to the violence and hostilities. Major routes out were being targeted, with many being closed because of destruction. Foreign embassies swung into action and began negotiations for safe passage for their citizens. Our own people remained safe in their locations. They were confronted not only with news of the hostilities, but were also subjected to the sounds and sights of attack. The family living closer to the centre of the city was particularly affected by this, watching aircraft come in, seeing, hearing and feeling the impact of bombs. The country Team Leader kept regular contact by phone with all of the team, and the Regional Director spoke to the Team Leader at least a couple of times per day, as they monitored and assessed the constantly changing situation. Embassies began issuing instructions for departure, and team members were initially encouraged to make the decision that was right for each of them and their situations. It became clear that the window of opportunity for leaving with the assistance of embassies would be limited and those deadlines drew nearer. The International leadership stepped in and took a decision for evacuation after intelligence was passed on that foreigners may become the target for kidnapping to be held as human shields. The Regional Director called the Country Team Leader, discussed this information and the situation on the ground, and made the final decision to evacuate. 150
