Public Values as a Core Element <strong>of</strong> <strong>NASPAA</strong>bear upon the analysis and management <strong>of</strong> organizations, programs, and policies.Further, this characteristic is common to all <strong>of</strong> our members, and distinguishes usfrom other pr<strong>of</strong>essions. If there is a consensus on this proposition, there are severalimplications for <strong>NASPAA</strong> and its member programs. First, this characteristicshould be reflected in the new standards that are being developed.In addition, if we are to do a better job <strong>of</strong> helping society incorporate <strong>public</strong>values into <strong>public</strong> decisions, several sets <strong>of</strong> research tasks come to mind. Thefirst is identifying significant <strong>public</strong> values other than economic efficiency,equity, and protection <strong>of</strong> rights. The second is advancing the tools and data thatcan be used in our analyses to address the <strong>public</strong> values that we identify. Animportant component <strong>of</strong> this process is developing ways to communicate ourresults, in order to facilitate the goal <strong>of</strong> bringing these tools and data to bearupon <strong>public</strong> decisions. <strong>NASPAA</strong>’s Social Equity Committee is doing importantwork along these lines and will be presenting some <strong>of</strong> it at their sessionscheduled October 18, 2008 at this conference.I look forward to discussions <strong>of</strong> these and other issues in the months ahead.REFERENCESBardach, E.
