We will manage resources, conserve andsecure energy, operate, and build future capabilities to achieve the Army’s TripleBottom Line of Mission, Community and Environment. We will integrate theapplication of sustainability principles into daily operations in much the same waythat safety has become an integral part of day-to-day activities. It is essential weassume a “sustainability mindset” in all aspects of our operations.Resilience. We will stay focused on our mission to provide a more resilient baseinfrastructure and the services, programs and facilities needed to supportCommanders, Soldiers, Families and Civilians in the face of unforeseen demandsand challenges. We will harvest best practices from installations, other governmentagencies, industry and academia to bring to bear the best solutions to deliverservices, programs and facilities in support of Commander Readiness and the All-Volunteer Force. Effective stewardship balances our need to trainand maintain a high state of readiness and quality of life with itsmandate to be responsible members of the communities withwhich we co-reside. We share both an environment of declining resources and theresponsibility to consume fewer resources, especially water and energy, with oursurrounding communities. We will operate in a cost culture environment enablingwell-informed resource management decisions to ensure taxpayers dollars are spentwisely and responsibly. We will establish a resource framework directly linked toperformance across the entire scope of Army Installation Management, supported byrelevant and reliable metrics.Strategic Partnership. We will collaborate with communities via CommunityCovenants and other venues to enhance the quality of life for all components, particularly remotely located Soldiers and Families, by way of enhancedcommunications of Army program availability and community support for theirservice. I expect Garrison Commanders to engage community leaders to encouragecommunity services in support of active and reserve component needs. We will fullysupport the virtual installation construct which enables base operations support tooff-site Reserve and National Guard facilities.
