Poisonous <strong>and</strong> deleterious substances are designated by the MHLW as<br />

drugs which cause or might cause damage to the functions of humans or<br />

animals when <strong>in</strong>jected <strong>and</strong> absorbed or applied externally to humans or<br />

animals because the effective dose is close to the lethal dose, cumulative<br />

effects are potent or the pharmacological effects are <strong>in</strong>tense.<br />

Prescription drugs are designated by the MHLW as drugs which may be<br />

sold or supplied only under the prescription of a physician, dentist or<br />

veter<strong>in</strong>arian.<br />

Habit-form<strong>in</strong>g drugs are drugs designated by the MHLW as habit-form<strong>in</strong>g.<br />

Drugs for designated diseases are drugs <strong>in</strong>tended for the treatment of<br />

cancer <strong>and</strong> other diseases designated by cab<strong>in</strong>et order, which might<br />

cause damage to patients unless used under the guidance of a physician<br />

or dentist.<br />

Drugs prepared <strong>and</strong> sold at pharmacies that do not conta<strong>in</strong> any active<br />

<strong>in</strong>gredients designated by the M<strong>in</strong>ister <strong>and</strong> are prepared by the<br />

pharmacist us<strong>in</strong>g equipment <strong>and</strong> devices <strong>in</strong> the pharmacy <strong>and</strong> directly<br />

sold or provided to consumers.<br />

Narcotics are drugs designated by the MHLW as drugs which affect<br />

psychological function by their effects on the central nervous system, are<br />

habit form<strong>in</strong>g <strong>and</strong> can cause severe damage when abused. The<br />

narcotics specified <strong>in</strong> the Narcotics <strong>and</strong> Psychotropics Control Law<br />

<strong>in</strong>clude morph<strong>in</strong>e, code<strong>in</strong>e, pethid<strong>in</strong>e <strong>and</strong> coca<strong>in</strong>e.<br />

Psychotropics are drugs designated by the MHLW, as drugs which affect<br />

psychological function by their effects on the central nervous system, are<br />

habit form<strong>in</strong>g <strong>and</strong> cause less severe damage than narcotics or stimulants<br />

when abused. The psychotropics specified <strong>in</strong> the Narcotics <strong>and</strong><br />

Psychotropics Control Law <strong>in</strong>clude hypnotics such as barbital, anxiolytics<br />

such as diazepam, <strong>and</strong> analgesics such as pentazoc<strong>in</strong>e.<br />
