Sacrament is Romaniz<strong>in</strong>g (see p. 86), it is important to observe <strong>the</strong><br />

dist<strong>in</strong>ction <strong>Chemnitz</strong> makes between <strong>the</strong> “Lu<strong>the</strong>ran” and “Roman”<br />

consecration.<br />

227 For a better understand<strong>in</strong>g <strong>of</strong> what here is <strong>in</strong> controversy, it is first<br />

necessary to outl<strong>in</strong>e <strong>the</strong> Lu<strong>the</strong>ran doctr<strong>in</strong>e <strong>of</strong> <strong>the</strong> m<strong>in</strong>istry as expounded<br />

by <strong>Chemnitz</strong>. In his M<strong>in</strong>istry, Word, and Sacraments, he<br />

gives a detailed exposition from <strong>the</strong> Scripture <strong>of</strong> what <strong>the</strong> New Testament<br />

m<strong>in</strong>istry is (MWS 26–38). In his brief summary <strong>of</strong> this doctr<strong>in</strong>e<br />

<strong>in</strong> <strong>the</strong> Exam<strong>in</strong>ation, he <strong>in</strong>sists that <strong>the</strong> functions <strong>of</strong> this <strong>of</strong>fice “must<br />

not be established by a bad imitation <strong>of</strong> <strong>the</strong> ceremonies <strong>of</strong> <strong>the</strong> Old<br />

Testament, but must be learned from <strong>the</strong> description <strong>of</strong> Christ and<br />

<strong>the</strong> Apostles <strong>of</strong> <strong>the</strong> New Testament” (Ex. 2, 681).<br />

228 <strong>The</strong> m<strong>in</strong>istry <strong>of</strong> <strong>the</strong> church is not a political function deal<strong>in</strong>g with<br />

<strong>the</strong> matters <strong>of</strong> <strong>the</strong> world, but ra<strong>the</strong>r a spiritual or ecclesiastic <strong>of</strong>fice <strong>in</strong>stituted<br />

and orda<strong>in</strong>ed by God Himself for discharg<strong>in</strong>g <strong>the</strong> necessary<br />

functions <strong>of</strong> <strong>the</strong> church: “Through a legitimate call God commits and<br />

entrusts to m<strong>in</strong>isters <strong>the</strong> work <strong>of</strong> feed<strong>in</strong>g <strong>the</strong> Church <strong>of</strong> God with <strong>the</strong><br />

true, pure, and salutary doctr<strong>in</strong>e <strong>of</strong> <strong>the</strong> div<strong>in</strong>e Word, to adm<strong>in</strong>ister<br />

<strong>the</strong> sacraments accord<strong>in</strong>g to Christ’s <strong>in</strong>stitution, and to adm<strong>in</strong>ister<br />

rightly <strong>the</strong> use <strong>of</strong> <strong>the</strong> Keys <strong>of</strong> <strong>the</strong> Church or <strong>the</strong> k<strong>in</strong>gdom <strong>of</strong> heaven,<br />

by ei<strong>the</strong>r remitt<strong>in</strong>g or reta<strong>in</strong><strong>in</strong>g s<strong>in</strong>s, fulfill<strong>in</strong>g all <strong>the</strong>se th<strong>in</strong>gs on <strong>the</strong><br />

basis <strong>of</strong> <strong>the</strong> prescribed command which <strong>the</strong> Chief Shepherd Himself<br />

has given His m<strong>in</strong>isters <strong>in</strong> His Word for <strong>in</strong>struction.” No one should<br />

be admitted to <strong>the</strong> m<strong>in</strong>istry <strong>of</strong> <strong>the</strong> church without “prior appropriate<br />

and solemn exam<strong>in</strong>ation” to determ<strong>in</strong>e whe<strong>the</strong>r he “rightly holds <strong>the</strong><br />

fundamentals <strong>of</strong> salutary doctr<strong>in</strong>e and rejects fanatic op<strong>in</strong>ion; whe<strong>the</strong>r<br />

<strong>the</strong>y are endowed with <strong>the</strong> gifts to teach o<strong>the</strong>rs sound doctr<strong>in</strong>e; and<br />

whe<strong>the</strong>r <strong>the</strong>y can prove <strong>the</strong>ir lives to be honorable” (MWS 26 f.).<br />

229 <strong>Chemnitz</strong>, <strong>of</strong> course, is fully aware that all believers are spiritual<br />

priests who <strong>of</strong>fer spiritual sacrifices and have a general call to proclaim<br />

<strong>the</strong> Gospel <strong>of</strong> God and to speak <strong>the</strong> Word <strong>of</strong> God among <strong>the</strong>mselves,<br />

admonish<strong>in</strong>g, reprov<strong>in</strong>g, and comfort<strong>in</strong>g one ano<strong>the</strong>r (MWS<br />

28 f.). But on <strong>the</strong> o<strong>the</strong>r hand, <strong>Chemnitz</strong> is specific <strong>in</strong> declar<strong>in</strong>g that<br />

“<strong>the</strong> public m<strong>in</strong>istry <strong>of</strong> <strong>the</strong> Word and Sacraments <strong>in</strong> <strong>the</strong> church is not<br />

entrusted to all Christians <strong>in</strong> general . . . , for a special or particular<br />

call is required for this” (MWS 29).<br />

230 Fur<strong>the</strong>r, one must not th<strong>in</strong>k that <strong>the</strong> legitimate call <strong>of</strong> <strong>the</strong> m<strong>in</strong>ister<br />

is done by human arrangement or only for <strong>the</strong> sake <strong>of</strong> order,
