2011: Data and ReviewsAsian Development BankThe ADB is an effective, transparent, client-focused organisation, and shouldcontinue with current efforts to further improve its effectiveness, says a newdonor assessment report. The report, commissioned by the MultilateralOrganisation Performance Assessment Network (MOPAN) consisting of 16donor countries, gives ADB satisfactory to high marks in most key performanceindicators, including in areas such as making transparent decisions in allocatingresources, focusing on achieving results, reporting results information clearly,and harmonising procedures with other development partners. Over 100respondents, comprising mostly donors and governments, took part in thesurvey.In 2011, the ADB set up a new multi-donor trust fund to support participationof developing countries at the next global forum on aid effectiveness. TheFourth High Level Forum on Aid Effectiveness Trust Fund, to be administeredby ADB, will take contributions from bilateral, multilateral and individualsources, including corporations and foundations. The fund will contributetowards ADB efforts to support developing countries to take ownership of theaid effectiveness agenda. It reflects ADB’s continuing strong commitment to theParis Declaration on Aid Effectiveness. Contributions to the fund will be on anuntied grant basis, with money pooled together in one account. The fund willbe held and invested at the discretion of ADB and will terminate once the bulkof money has been disbursed.The development of the CAREC Transport Corridors was a top priority in theADB investment activities in the region in 2011 as in previous years.The World Bank GroupWith the aim of raising its operating efficiency, the WB approved a newmechanism that will allow the world’s poorest countries to expedite access tofunding following a crisis. The Immediate Response Mechanism complementslonger-term emergency response tools available to members of the InternationalDevelopment Association (IDA), the Bank’s fund for the poorest, offeringcountries financial support within weeks rather than months of an emergency.The WB launched global public consultations (March-May 2011) on a proposednew lending instrument – Programme-for-Results (P4R) – that would supportgovernment programmes and link disbursements to the achievement of results.The guiding principles and key elements of this proposed new instrument arediscussed in the Concept Note – A New Instrument to Advance DevelopmentEffectiveness: Programme-for-Results Lending. The P4R instrument respondsto demands from the Bank’s client governments, who are implementing theirown development programmes and increasingly want partners for finance andexpertise to improve the effectiveness and efficiency of those programmes inachieving results.322 EDB <strong>Eurasian</strong> <strong>Integration</strong> <strong>Yearbook</strong> <strong>2012</strong>
