The issues ofculture management, international cooperation and efficiency ofaction, both in local and European environment, will be significant.The acquisition of good practice and experience in this fieldwill be of vital meaning. Most of all, the debate will focus on anumber of questions about Eastern Partnership Culture Congressand its scope of activity in the future. What should be the organizationalstructure for the Congress in order to make it an efficientand long-term platform of cultural cooperation? What should bedone to make the Congress conclusions and recommendationswork? How should the work mode of workgroups and think-tanksbe organized in the period between the congresses? What financialmechanism should be established for the Congress? What can bedone to provide the cultural projects with financial support, bothat local and international level? What kind of partnership networkshould be established for the purpose of the Congress?There are some examples of „old” totalitarian constrain of culturethrough public censorship and constraints related to culturalleaders within Eastern Partnership countries. The phenomenonof cultural constraints is more likely to occur in quasi-democraticsystems, where one comes back to “old practice system” based onconstrain and control. Moreover, new forms of cultural constraintsrelated to capital markets, commercialisation, consumptionismand the “Great Number” cult approach. After reading“The Captive Mind” by Czesław Miłosz again, Tony Judt oncewrote: “our contemporary faith in ‘the market’ rigorously tracksits radical 19th century doppelgänger—the unquestioning belief innecessity, progress, and History”.In this respect, many questions concerning cultural independencein postmodern society arise, especially in contemporarydeterminants within Eastern Partnership countries, where oldand new threats overlap. How to build relations between cultureand authorities of different types? How to connect public engagementwith artistic freedom?
