24 EASTERN PARTNERSHIP CULTURE CONGRESS EASTERN PARTNERSHIP CULTURE CONGRESS 25Panel session„CULTURE FACING DEVELOPMENT”16:00-17:30 The Workshops of Culture, 5 Popiełuszki St.Moderator: Paweł ProkopKey-disputers: Leyla Aliyeva, Edwin Bendyk,Oleksandr Butsenko, Wojciech Kłosowski,Małgorzata Litwinowicz, Krzysztof StanowskiCulture stimulates development; Development influencesthe evolution of culture. There are two types of culture - culture of development and cultureof stagnation. Let us ask the question: What has to be done tobuild the development model and then sustain it? Staying in touchwith culture greatly enhances creativity, ingenuity, openness andimagination, all of which are major pro-development factors. Itis therefore worthwhile to look at culture as a form of entrepreneurship,a dynamically developing business field which shouldstimulate economic development. The crucial and relevant questions are the following: How to combineinherent features of culture and modern management into aone, efficiently operating model? How to balance out individualism, love of freedom and independence, and constant competitionwith building a model based on cooperation, trust, participationand partnership?Culture plays a vital role in building individual and group identity, but it also influences the type of identity based on space and regions, which in the times of globalization has a particular importance. This is why together we want to build the Eastern Partnershipas a pro-development cultural project. We should considerthe potential of our geographical region (“our border territories”).If we find a way to realize it we will be able to set new trends inEuropean and world culture.Leyla AliyevaFounder and president of theindependent research thinktank; Center for National andInternational Studies, Hashad fellowship at HarvardUniversity, UC Berkeley, JohnsHopkins University, advisorto the president of EBRD onenvironment.Edwin BendykJournalist and writer.
