Any State may during <strong>the</strong> year furnish supplementary estimates with an explanationof <strong>the</strong> circumstances necessitating such estimates;…5. Subject <strong>to</strong> <strong>the</strong> deductions referred <strong>to</strong> in paragraph 3 of article 21, and acco<strong>un</strong>t beingtaken of where appropriate of <strong>the</strong> provisions of article 21 bis, <strong>the</strong> estimates shall not beexceeded.4.7.1 General comments on Article 19The aims of <strong>the</strong> estimate system are discussed above.Article 19 of <strong>the</strong> 1961 Convention sets out <strong>the</strong> specific estimates which Parties mustprovide annually of each of <strong>the</strong>ir co<strong>un</strong>tries’ and terri<strong>to</strong>ries’ expected <strong>drug</strong> requirements,manufacture and production. Parties must provide estimates of <strong>the</strong> quantities of <strong>drug</strong>s<strong>to</strong> be consumed for medical and scientific purposes; quantities <strong>to</strong> be used for <strong>the</strong>manufacture of o<strong>the</strong>r <strong>drug</strong>s, Schedule III preparations, and substances not covered by<strong>the</strong> Convention; s<strong>to</strong>cks of <strong>drug</strong>s 120 ; quantities needed <strong>to</strong> be added <strong>to</strong> special s<strong>to</strong>cks of120Article 1(1)(x) defines ‘s<strong>to</strong>cks’ as <strong>the</strong> amo<strong>un</strong>ts of <strong>drug</strong>s held in a co<strong>un</strong>try or terri<strong>to</strong>ry for medicaland scientific consumption, use <strong>to</strong> manufacture o<strong>the</strong>r <strong>drug</strong>s and substances, or export.98
