separate estimates and statistical returns in relation to stocks of coca leaves to be usedfor the preparation of flavouring agents, as permitted under Article 27.4.2.2 Option 2 – changes to Article 1(1)(x)As noted above, and discussed in further detail below, it is proposed under Option 2 that therequirements for countries and territories to furnish estimates and statistical returns of theirdrug use (in Articles 19 and 20 of the 1961 Convention) and to prevent manufacture andimport beyond their requirements (in Article 21 of the 1961 Convention) should be extendedto consumption of drugs for other than medical or scientific purposes. Accordingly, toensure that Parties’ obligations under these provisions in relation to stocks would apply tostocks held for consumption for other than medical and scientific purposes, the definition ofstocks in Article 1(1)(x) would need to be amended to remove the limitation to stocks heldfor consumption for medical and scientific purposes. The reference to ‘medical and scientificpurposes’ should be replaced with a reference to ‘licit purposes’ to make it clear that Partieswould not be obliged to provide information in relation to stocks held for consumption forillicit trade. The changes proposed to Articles 19, 20 and 21 under Option 2 are discussed inmore detail in sections 6.7, 6.8 and 6.9 below.4.2.3 Option 2 – amendment of Article 1(1)(x)In Article 1(1)(x), for ‘medical and scientific’ substitute ‘licit’.x) “Stocks” means the amounts of drugs held in a country or territory and intended for:i) Consumption in the country or territory for medical and scientific licit purposes;ii) Utilisation in the country or territory for the manufacture of drugs and othersubstances, oriii) Export;but does not include the amounts of drugs held in the country or territory,iv) By retail pharmacists or other authorised retail distributors and by institutions orqualified persons in the duly authorised exercise of therapeutic or scientificfunctions, orv) As “special stocks”.82
