4.1.3 Option 2 – changes <strong>to</strong> PreambleUnder Option 2, Parties would be free <strong>to</strong> permit regulated non-medical and nonscientificuse of narcotic <strong>drug</strong>s. Therefore, as <strong>un</strong>der Option 1, <strong>the</strong> reference in <strong>the</strong>Preamble <strong>to</strong> limiting narcotic <strong>drug</strong>s <strong>to</strong> medical and scientific use should also be replacedwith a reference <strong>to</strong> ensuring <strong>the</strong> availability of such <strong>drug</strong>s for medical and scientific use.As <strong>un</strong>der Option 1, it is proposed that a reference <strong>to</strong> preventing illicit traffic should beinserted in <strong>the</strong> preamble <strong>to</strong> indicate that an aim of <strong>the</strong> Convention would continue <strong>to</strong> be<strong>to</strong> prevent international and domestic traffic in <strong>drug</strong>s in breach of applicable controlmeasures, and <strong>to</strong> prevent export of <strong>drug</strong>s <strong>to</strong> co<strong>un</strong>tries which do not have legal domesticmarkets.4.1.4 Amendment of Preamble <strong>un</strong>der Option 1 or 2Under both Option 1 and Option 2, <strong>the</strong> following amendments should be made <strong>to</strong> <strong>the</strong>preamble:1. In <strong>the</strong> paragraph of <strong>the</strong> preamble beginning ‘Desiring’, for ‘limiting such <strong>drug</strong>s <strong>to</strong>’,substitute ‘ensuring <strong>the</strong> availability of such <strong>drug</strong>s for’.2.
