The property wasspecifically acquired for recreational and open space preserve uses.B.3.13.2 Environmental Impacts and Mitigation Measuresa. Would the project increase the use of existing neighborhood and regional parks or otherrecreational facilities such that substantial physical deterioration of the facility wouldoccur or be accelerated?NO IMPACT. Implementing the Master Plan would potentially decrease use of other existingrecreational facilities rather than increase use, as it would provide an additional recreationalresource in the region. As described in Section B.3.12, Population and Housing, the proposedproject is not expected to induce either short-term or long-term population growth, eitherduring project construction or operation. Therefore, there would be no impact on existingfacilities. Implementing the Master Plan would likely increase the use of the Taylor MountainPreserve property, but that is the intention of the Master Plan and improvements and resourceprotection measures are proposed to ensure that there is no physical deterioration of theTaylor Mountain recreational facility.b. Would the project include recreational facilities or require the construction or expansionof recreational facilities, which might have an adverse physical effect on the environment?LESS THAN SIGNIFICANT WITH MITIGATION INCORPORATED. The Master Plan calls for limitedimprovements to accommodate low intensity recreational use of the Taylor Mountain RegionalPark and Open Space Preserve. The potential adverse physical effects of implementing theproposed Master Plan are fully analyzed throughout this IS/MND. As documented in otherissue areas, all potential impacts are less than significant, with implementation ofrecommended mitigation measures identified within individual resource issue areas.Final B-98 September 2012

Calculations and traffic volume figures associated with thetraffic impact analysis are included in a separately bound appendix that is available at Districtand Regional Parks offices and online at: www.sonoma-county.org/parks/mt_taylor.htm.Since the project site is adjacent to the City of Santa Rosa, and would therefore have thepotential to impact both City and County facilities, the traffic study was completed inaccordance with the impact significance criteria established by both the City of Santa Rosa andthe County of Sonoma, and is consistent with standard traffic engineering techniques.B.3.14.1 SettingStudy Area and PeriodsThe study area consists of Petaluma Hill Road fronting the project site from Yolanda Avenue toSnyder Lane and the following intersections, which were analyzed for safety and operations(see Figure B.3.14-1):1.
