Taylor MountainINITIAL STUDY/MITIGATED NEGATIVE DECLARATIONcomply with the <strong>County</strong> Water Efficient L<strong>and</strong>scape Ordinance <strong>and</strong> utilize native plants thatrequire low amounts of water, which will help minimize onsite water dem<strong>and</strong>. If testing of thesprings determines that supplies are insufficient to meet this dem<strong>and</strong>, a new well may bedeveloped. Given the presence of springs <strong>and</strong> associated wetl<strong>and</strong>s, <strong>and</strong> historic water use, thelow level dem<strong>and</strong> for this 1,100-acre property would not result in a substantial depletion ofgroundwater supplies.c. Would the project substantially alter the existing drainage pattern of the site or area,including through the alteration of the course of a stream or river, in a manner whichwould result in substantial erosion or siltation on or off site?LESS THAN SIGNIFICANT. As described in the setting section, Colgan Creek <strong>and</strong> severalintermittent streams flow through the Taylor Mountain property. None of the proposedimprovements would substantially alter the drainage patterns of the site. Master Plan erosion<strong>and</strong> sedimentation guidelines <strong>and</strong> st<strong>and</strong>ards noted in Item (a) would ensure that erosion <strong>and</strong>siltation are minimized. Stabilizing creek crossings, likely through armoring, would help tomaintain the integrity of the drainage courses, <strong>and</strong> thereby not alter the drainage patterns orcreate additional runoff or flooding. In addition, staging area development will be required tocomply with MS4 LID requirements <strong>and</strong> Construction General Permit program <strong>and</strong> pollutioncontrol regulations. The project will also comply with regulations by preparing <strong>and</strong>implementing a Stormwater Pollution Prevention Plan (SWPPP) that includes detailed erosion<strong>and</strong> sedimentation controls <strong>and</strong> BMPs for controlling stormwater runoff (Master Plan St<strong>and</strong>ard141). Compliance with these requirements is emphasized in Master Plan St<strong>and</strong>ards S141 <strong>and</strong>S151.d. Would the project substantially alter the existing drainage pattern of the site or area,including through the alteration of the course of a stream or river, or substantiallyincrease the rate or amount of surface runoff in a manner that would result in flooding onor off site?LESS THAN SIGNIFICANT. See Items (a) <strong>and</strong> (c). Implementation of the Master Plan would notresult in substantial alterations of the site’s existing drainage patterns <strong>and</strong> would not contributeto flooding on or off site.e. Would the project create or contribute runoff water which would exceed the capacity ofexisting or planned stormwater drainage systems to provide substantial additionalsources of polluted runoff?LESS THAN SIGNIFICANT. Development of staging areas <strong>and</strong> allowed uses in the Master Planwould incorporate design features to contain <strong>and</strong> filter runoff onsite, through the use of LIDfeatures. The Master Plan includes additional guidelines to minimize runoff such as the use ofpermeable surfaces. Therefore, the proposed project would not create runoff that exceedsstormwater drainage system capacity or substantially increases pollutant loads.September 2012 B-85 Final
