Trails can concentrate runoff by acting as conduits for flow and diverting waterinto a single area. When overland flows concentrate they can cause soil erosion, gullying orlandslides. Increased flows and erosion can lead to increased sediment loads in receivingwaters that have the potential to travel downstream, potentially exacerbating flood andsedimentation issues on the Santa Rosa Plain. Increases to the amount of water delivered tothe drainages on the Taylor Mountain property can exacerbate channel bank erosion andheadcut movement. Channeling flows on trails and into creeks can also reduce the amount ofrainfall that infiltrates the soil and that is available to recharge groundwater.Measures to mitigate or compensate for the impacts on wetlands are included as part of theproject. These measures, which are listed in the Master Plan, would guide final design andresult in further reduction of impacts identified in the table. Applicable Master Plan standardsinclude the following:Construction Phase(s) S32 – Locate trails, visitor facilities, and other development-related disturbance outsidewetlands to the greatest extent feasible. Existing trails within wetlands should bedecommissioned. S33 – Where ground disturbance within wetlands is unavoidable, protection measures mustbe in place. These may include protecting soil surfaces by seeding or planting promptly withappropriate native species and covering with weed-free straw mulch. S34 – Develop and implement a restoration plan for any proposed trails that are unable toavoid wetland habitats. Restoration should consist of habitat enhancement activities thatincrease the functions and values of existing wetland habitats on the site. Examples ofsuitable restoration activities includes removal of non-native invasive plant species fromwetlands, revegetating wetlands with native plant species, decommissioning existing trailsthat go through wetlands and re-routing them outside of wetlands, and protecting wetlandsfrom excessive cattle use during the wet season when they are most vulnerable to impactsand erosion. S35 – If regulatory agencies determine that wetland restoration is not sufficient to mitigatefor impacts on wetlands, wetland replacement may be necessary. This can be accomplishedthrough creating wetland habitats onsite or through purchasing mitigation credits at anSeptember 2012 B-63 Final
