Taylor MountainINITIAL STUDY/MITIGATED NEGATIVE DECLARATIONAs shown in Table B.1-1, BBQs <strong>and</strong> use of fire pits would be restricted to developed parts of theKawana Springs Resort area, with sufficient vegetation clearance. Cook stoves would beallowed at the Petaluma Hill Road <strong>and</strong> Kawana Springs Resort staging areas. Use of BBQs <strong>and</strong>fire pits would not be allowed during high fire risk periods. The <strong>Sonoma</strong> <strong>County</strong> Regional ParksDepartment would patrol the property on a regular basis.Emergency response would be provided on an as-needed basis by the <strong>County</strong> Sheriff’s office.Although the property is located in the Bennett Valley <strong>and</strong> the Rincon Valley Fire ProtectionDistricts, the City of Santa Rosa Fire Department would be the first responder, as it has theclosest fire station. Since the project site is located within a State Responsibility Area, CalFIREalso provides wildl<strong>and</strong> fire protection services.B.1.6 Other Projects Proposed in the VicinityThe City of Santa Rosa has started planning for the Kawana Community Park, located at thecorner of Meda Avenue <strong>and</strong> Kawana Springs Road. This community park would be connectedto the Taylor Mountain site by way of a path along Colgan Creek <strong>and</strong>/or along Kawana Terrace.It is anticipated that parking at the future community park site would also provide some parkingfor the Taylor Mountain Regional Park <strong>and</strong> Open Space Preserve. The planned Farmers LaneExtension would traverse the northwest portion of the Taylor Mountain property in the vicinityof the existing interim staging area. Additional residential development projects have beenapproved in the vicinity of Farmers Lane near <strong>Sonoma</strong> Academy, <strong>and</strong> along Tokay Street,Brookwood Avenue <strong>and</strong> Kawana Terrace. Some additional development will also take place at<strong>Sonoma</strong> Academy, which has a current enrollment of about 250 students <strong>and</strong> plans toaccommodate an ultimate student enrollment of 450 to 650 students. All of these plannedprojects have been factored into the cumulative analysis conducted for this IS/<strong>MND</strong>.B.1.7 Other Public Agencies Whose Approval is RequiredThe proposed Master Plan is a joint project of the District <strong>and</strong> Regional Parks <strong>and</strong> would requireapproval by the District Board of Directors <strong>and</strong> the <strong>Sonoma</strong> <strong>County</strong> Board of Supervisors. The<strong>County</strong> will act as a responsible agency, taking action after the District Board of Directors takesaction as lead agency, under CEQA.Roadway improvements <strong>and</strong> other work within City or <strong>County</strong> roads would require approvalfrom the applicable transportation department at either the City of Santa Rosa or <strong>County</strong> of<strong>Sonoma</strong>. Development of staging areas <strong>and</strong> some proposed uses would require approval fromthe State Water Resources Control Board <strong>and</strong> North Coast Regional Water Quality ControlBoard. Trail improvements <strong>and</strong> work adjacent to water bodies would likely require permitsfrom the U.S. Army Corps of Engineers, the North Coast Regional Water Quality Control Board,U.S. Fish <strong>and</strong> Wildlife Service <strong>and</strong> potentially the California Department of Fish <strong>and</strong> Game.Extension of public services would be subject to approval from local service providers.Development plans <strong>and</strong> roadway improvements will be subject to approval from local fireprotection districts <strong>and</strong> building permits will be required from the <strong>County</strong> of <strong>Sonoma</strong>.
