Taylor MountainINITIAL STUDY/MITIGATED NEGATIVE DECLARATIONthe disabled could be accommodated with minimal impacts on traffic <strong>and</strong> the environment.The draft IS/<strong>MND</strong> does not have adequate disclosure of existing road way volumes or proposedconditions on Holl<strong>and</strong> Heights <strong>and</strong> Panorama Drive, Without this information, there is no way toadequately evaluate or mitigate potential impacts of increased traffic, off site parking issues,increased pedestrian <strong>and</strong> bicycle traffic, or road way widening.Response: As stated in previous responses <strong>and</strong> in the IS/<strong>MND</strong>, the Bath-Watt access is narrowin scope, through a locked gate with restricted access, residential parking permit program <strong>and</strong>lack of amenities in this area of the Preserve. No road widening is proposed in theneighborhood. Given these factors <strong>and</strong> the remote, unsigned location, there would be aminimal amount of use of the Bath-Watt staging area. Pedestrians <strong>and</strong> bicyclists from outsidethe neighborhood would have to travel up a steep hill to access the Preserve, which would be adeterrent to using this access. Easier access is readily available at several other locations. Thetraffic analysis did include evaluation of the Bath-Watt staging area, including projection ofvehicle trips, based on the trip generation methodology discussed in Section B.3.14.2 (seeresponse to comment 2). No changes to the IS/<strong>MND</strong> are needed.III. City of Santa Rosa (lettering corresponds to lettering in the City’s comments)From Fire Department:Comment: The letter states that any access gate needs to have both a <strong>County</strong> <strong>and</strong> City knox pad lock foremergency access, <strong>and</strong> that bridges must carry the weight of emergency equipment which is in excess of38,000 pounds.Response: References to these requirements have been added to the Master Plan. Design ofpark access features, including bridge capacity, will comply with Fire Department requirements.Master Plan St<strong>and</strong>ard 158 includes specific reference to the bridge design.From Transportation <strong>and</strong> Public Works Department:Comment: The comment includes three questions:a) Access. How would pedestrians <strong>and</strong> bicyclists access the Preserve?b) Proposed Parking Supply (Page B-122, Table B.3.14-13).
