Taylor MountainINITIAL STUDY/MITIGATED NEGATIVE DECLARATIONDuring operations, the primary emissions would be from vehicle trips. The Preserve wouldgenerate an estimated daily total of 378 vehicle trips on weekdays <strong>and</strong> 640 trips on weekenddays in the near term, <strong>and</strong> 739 trips on weekdays <strong>and</strong> 1022 trips on weekend days at fullbuildout of the Master Plan. Regional air quality plans anticipate <strong>and</strong> allow for population <strong>and</strong>infrastructure growth in the region. Furthermore, these vehicle trips would not necessarily benew trips added to the region. It is likely that many future park users currently travel by vehicleto other recreational destinations within the county. This level of vehicle activity would notresult in any violations of air quality st<strong>and</strong>ards or contribute substantially to an existing orprojected violation.To confirm that there is no potential for a significant impact, the BAAQMD screening criteria(BAAQMD, 2011) were reviewed. Although a regional park is not listed in the criteria, a similaruse is City Park, which would likely involve a higher intensity <strong>and</strong> density of development thanthe Taylor Mountain Preserve. The proposed project falls well below the City Park screeningcriteria of 67 acres of park construction <strong>and</strong> 2,600 acres of park operations.3-1 The following measures shall be implemented during grading <strong>and</strong> construction:Water all active construction areas at least twice daily.Cover all trucks hauling soil, gravel, crushed rock <strong>and</strong>/or other loose materials, orrequire trucks to maintain at least two feet of freeboard.Sweep daily (with water sweepers) all paved access roads, parking areas <strong>and</strong> stagingareas at construction sites.Sweep streets daily (with water sweepers) if visible soil material is carried onto adjacentpublic streets.Operate all construction vehicles <strong>and</strong> equipment with emission levels that meetcurrent air quality st<strong>and</strong>ards.Minimize idling times either by shutting equipment off when not in use or reducingthe maximum idling time to 5 minutes (as required by the California airborne toxicscontrol measure Title 13, Section 2485 of California Code of Regulations [CCR]).Clear signage shall be provided for construction workers at all access points.Limit vehicle speeds to 15 mph on unpaved surfaces.All roadways, driveways, <strong>and</strong> sidewalks to be paved shall be completed as soon aspossible. Building pads shall be laid as soon as possible after grading unless seedingor soil binders are used.Replant disturbed areas as quickly as possible, <strong>and</strong> always prior to the winter rains.Post a publicly-visible sign with the telephone number <strong>and</strong> person to contact atRegional Parks regarding dust complaints. This person shall respond <strong>and</strong> takecorrective action within 48 hours. The Air District‘s phone number shall also bevisible to ensure compliance with applicable regulations.September 2012 B-39 Final
