Would the project exceed wastewater treatment requirements of the applicable RegionalWater Quality Control Board?LESS THAN SIGNIFICANT. Wastewater treatment dem<strong>and</strong> would be very limited (see Item (b),below). Wastewater would be h<strong>and</strong>led through development of one or more septic systems<strong>and</strong> such systems would be subject to compliance with existing regulations. Most restroomswould be connected to septic <strong>and</strong> leach fields, while a couple restrooms may have tanks thatare pumped if water cannot be developed. Even with full implementation of the Master Plan,wastewater treatment would not exceed the requirements of the Regional Water QualityControl Board, given the limited need for wastewater treatment from the proposed uses.b. Would the project require, or result in the construction of new water or wastewatertreatment facilities or expansion of existing facilities, the construction of which couldcause significant environmental effects?LESS THAN SIGNIFICANT. The dem<strong>and</strong> for services created by the proposed project would notnecessitate construction or substantial expansion of water or wastewater treatment facilities.The Master Plan allows primarily low-intensity recreational uses that have very low water <strong>and</strong>wastewater treatment dem<strong>and</strong>s. The District <strong>and</strong> Regional Parks are not planning to requestpublic services from the City of Santa Rosa or special districts, at this time. Since onsite watersources are proposed for water supply, new water treatment facilities would not be neededOther than small water treatment equipment at the wellhead. Development of the Preservewould rely on installation of a new septic system for new permanent water-using facilities (e.g.,permanent restrooms at several staging areas, visitor services at Kawana Springs Resort area).Water for livestock <strong>and</strong> horses is available in water troughs fed by spring boxes. State healthpermits are required if the onsite well or springs resources are planned to be used forcommercial purposes. If new septic systems are installed, they would be required to be locatedso as to avoid any sensitive resources, per Master Plan St<strong>and</strong>ard 143.c. Would the project require, or result in the construction of, new stormwater drainagefacilities or expansion of existing facilities, the construction of which could causesignificant environmental effects?LESS THAN SIGNIFICANT. In conjunction with developing the six staging areas <strong>and</strong> visitorfacilities at the Kawana Springs Resort site within the property, drainage facilities would beconstructed onsite to detain <strong>and</strong> accommodate onsite runoff (see Section B.3.8, Hydrology).Potential impacts of constructing these facilities have been reviewed throughout this documentas part of the potential impacts of the whole project. No new stormwater drainage facilities arerequired offsite.Final B-122 September 2012
