Therefore, additional CEQA review will not berequired prior to construction, as long as proposed development is consistent with theuses <strong>and</strong> development envelopes identified in the Master Plan.Comment: Parking Restrictions at Bath-Watt Access: Will parking restrictions be in place priorto opening this access?Response: The Master Plan includes a provision to establish the parking restrictionsprior to opening the staging area at this location. Pedestrian access will not be providedprior to implementing the parking permit program.Comment: Bicycle Lanes on Petaluma Hill Road: Bicycle lanes <strong>and</strong> adequate line of sight mustbe maintained on this roadway.Response: All driveways would be designed in a manner that ensures the presence of adequatesight lines <strong>and</strong> would not impede existing or planned bicycle facilities.
