Organizations Involved in Improvised Explosive Device DefeatJOINT IMPROVISED EXPLOSIVE DEVICE DEFEAT TASK FORCE5-26. The JIEDD TF focuses all counter-IED efforts within the DOD, while concurrently engaging otheroutside sources of potential solutions, to defeat current and future IED threats endangering joint andcoalition forces. It is chartered to adopt a holistic approach focused on intelligence, TTP, informationoperations (IO), and the tenets of assured mobility (mitigation, prediction, detection, prevention, andneutralization). The goal is to identify and neutralize enemy leaders, suppliers, trainers, enablers, andexecutors responsible for the employment of IEDs against coalition forces. At the same time, the TF isfocused on training our own forces in the most current TTP being used by the enemy and the best availableU.S. TTP to eliminate the IED threat.5-27. The JIEDD TF has developed a full spectrum analysis of IEDs that considers and applies multipleDOTMLPF strategies to effectively counter the IED threat. This counter-IED effort is a combined jointservice, interagency, multinational program designed to leverage all available resources and technologiesin a coordinated campaign to defeat the IED threat. To facilitate this effort a Joint Senior Advisory Group(JSAG) (comprising representatives from all the services, the joint staff, the Office of the Secretary ofDefense, and the United Kingdom) has been formed to evaluate issues for decision by the joint IED defeatintegrated process team.MILITARY INTELLIGENCE UNITS5-28. MI units assist the commander in visualizing his battlespace, organizing his forces, and controllingoperations to achieve the desired tactical objectives or end-state. Intelligence supports FP by alerting thecommander to emerging threats and assisting in security operations. The commander must understand howcurrent and potential enemies organize, equip, train, employ, and control their forces. Intelligence providesan understanding of the enemy, which assists in planning, preparing, and executing military operations.One of the most significant contributions that intelligence personnel can accomplish is to accurately predictfuture enemy events. Although this is an extremely difficult task, predictive intelligence enables thecommander and staff to anticipate key enemy events or reactions and develop corresponding plans orcounteraction. Commanders must receive the intelligence, understand it (because it is tailored to thecommander’s requirements), believe it, and act on it.5-29. Intelligence tasks include―• <strong>Support</strong>ing SU, to include―• Performing IPB.• Performing situational development.• Providing intelligence support to FP.• <strong>Support</strong>ing strategic responsiveness, to include―• Performing indications and warning (I&W) to ensure intelligence readiness.• Conducting area studies of foreign countries.• <strong>Support</strong>ing sensitive site exploitation.• Conducting ISR, to include―• Performing intelligence synchronization.• Performing ISR integration.• Conducting tactical reconnaissance.• Conducting surveillance.• Providing intelligence support to effects, to targeting, IO, and combat assessment.NATIONAL GROUND INTELLIGENCE CENTER5-30. The NGIC produces and disseminates all-source-integrated intelligence on foreign forces, systems,and supporting combat technologies to ensure that U.S. forces have a decisive edge on any battlefield.NGIC provides all-source analysis of the threat posed by IEDs produced and used by foreign terrorist andinsurgent groups. NGIC supports U.S. forces during training, operational planning, deployment, and21 September 2005 <strong>FMI</strong> 3-<strong>34.119</strong>/MCIP 3-17.01 5-7
