<strong>The</strong> <strong>Development</strong> <strong>of</strong> Modern Architecture <strong>in</strong> <strong>Raleigh</strong> <strong>1945</strong>-<strong>1965</strong> 41story Modernist build<strong>in</strong>g with ribbon w<strong>in</strong>dows. This is now a state government <strong>of</strong>ficebuild<strong>in</strong>g. <strong>The</strong> YMCA, 1601 Hillsborough Street, was a 1960 Modernist build<strong>in</strong>g designedby Leif Valand, with wide areas <strong>of</strong> casement w<strong>in</strong>dows, a vertical stair tower accentbeside the entrance, and brise-soleil metal awn<strong>in</strong>gs across the rear. It was demolisheddur<strong>in</strong>g the survey.SignificanceCivic build<strong>in</strong>gs carry the utmost significance <strong>of</strong> any property type because <strong>of</strong> theirfunction as a carrier <strong>of</strong> the governmental image. <strong>The</strong>y are potentially significant underCriterion C for architecture and Criterion A for government. With the construction <strong>of</strong> thestartl<strong>in</strong>gly modern state fair arena <strong>in</strong> 1950, <strong>Raleigh</strong>’s local government may have beenencouraged to utilize modern design <strong>in</strong> its own build<strong>in</strong>gs. Some <strong>of</strong> its fire houses weredesigned by local architects. <strong>The</strong> 1960 town hall (Municipal Build<strong>in</strong>g) is an InternationalStyle design, although <strong>of</strong> representative significance. To have significance, however, thebuild<strong>in</strong>g needs to be a substantial build<strong>in</strong>g with a symbolic value. In certa<strong>in</strong> cases, am<strong>in</strong>or government build<strong>in</strong>g such as a fire station may have significance <strong>in</strong> the areas <strong>of</strong>architecture or government. Civic build<strong>in</strong>gs that are less than fifty years old may haveexceptional significance. <strong>The</strong> N. C. Legislative Build<strong>in</strong>g has exceptional architecturalsignificance as the work <strong>of</strong> a master and exceptional governmental significance as theembodiement <strong>of</strong> a revolutionary concept <strong>of</strong> legislative spaces encased <strong>in</strong> an environment<strong>of</strong> <strong>in</strong>terior courtyards and ro<strong>of</strong>top gardens.Registration RequirementsTo be eligible for the National Register, a civic build<strong>in</strong>g must not only possess the higharchitectural dist<strong>in</strong>ction, as expla<strong>in</strong>ed above, but must have reta<strong>in</strong>ed excellent <strong>in</strong>tegrity.Interior alterations are acceptable so long as the pr<strong>in</strong>cipal public spaces rema<strong>in</strong>substantially <strong>in</strong>tact. For example, changes have been made to the Senate Chamber <strong>in</strong> theLegislative Build<strong>in</strong>g, but the rest <strong>of</strong> this large and extremely important build<strong>in</strong>g isremarkably unaltered.Civic Build<strong>in</strong>gs Placed on the Study List for the National Register:N.
