Summary 117port operation and of the social infrastructure, leading to reduction in the effectivenessand competitiveness of settlement systems at all hierarchical levels.In the perspective of the year 2013/15, planned transport investments shallgenerally increase possibilities with regard to the impact of large centres andconurbations on rural areas, however, it will refer to certain regions of the countryonly. Still, there will be vast zones which will remain beyond the strongerimpact also after <strong>2015</strong>.The performed analysis allows to formulate transport priorities essential interms of the development of functional connections between centres and surroundingrural areas. They may be considered in three spatial dimensions (seefig. 2.4.1):• a) local - improved accessibility within the designated B1 zone (developedurban features with poor accessibility) and increased range of the A2 zone(potential impact) in centres where it is very small (or <strong>do</strong>es not exist at all);• b) regional - integration of labour markets in neighbouring centres andimproved accessibility from areas situated between them to core areas;• c) national - expansion of the B2 zone with simultaneous reduction in therange of the suburban zone (C) through improved accessibility betweensuburbs and centres under study,• d) international - due to removal or border barriers and extension of theimpact of centres on both sides of the border, especially Polish-Germanone (competition between Szczecin and Berlin and between Berlin andPoznań).The most important road investments, which may contribute to theimprovement in internal functional connections are: improvement in mutualaccessibility of Wrocław and Poznań, linking Częstochowa and Bielsko-Białawith the Upper Silesian conurbation, investments in central Pomorze, northernMazowsze and Mazury. In this context, some investments, perceived mainly asinternational investments, also grow in intranational importance, especiallyroads leading to the border with Belarus (A2), Ukraine (S12 and S17) andSlovakia (the southern length of SI9). The improvement in the infrastructurein the region of the Karpaty and Sudety Mountains is essential.In case of the railway transport, of key importance is integration of a part ofregional transportations into public transportation systems of the largest centres.Conducted studies have indirectly confirmed that the rail infrastructuresystem itself gives possibilities with regard to increasing the impact of cities onadjacent areas. However, this potential is not used, inter alia, due to institutionalrestrictions (timetables, tariff solutions, safety level, etc.) and the rollingstock condition. In case of certain centres (including, particularly, Warsaw butalso the Upper Silesian conurbation, Toruń-Bydgoszcz system and Tri-City system)it seems advisable to build new separated suburban lines.
