Ma<strong>in</strong> protagonists <strong>in</strong> <strong>in</strong>cidents where the army have caused fatalities<br />

S<strong>in</strong>ce 1999, successive civilian governments have established various militarydom<strong>in</strong>ated<br />

JTFs, under whose auspices the army is rout<strong>in</strong>ely deployed for law<br />

enforcement and <strong>in</strong>ternal security operations. 43 Unfortunately, the <strong>in</strong>ternal security<br />

operations of the army are usually characterized by the use of disproportionate<br />

force, caus<strong>in</strong>g high civilian fatalities. S<strong>in</strong>ce 2006, the <strong>in</strong>tervention of the army <strong>in</strong><br />

violent conflicts <strong>in</strong>volv<strong>in</strong>g the police, communities, trade unions, political<br />

groups, and religious associations has caused very many deaths. A total of 7,648<br />

fatalities were recorded <strong>in</strong> 529 out of a total of 880 lethal <strong>in</strong>cidents where the army<br />

was <strong>in</strong>volved. This translates to an average of 60% of all army <strong>in</strong>terventions<br />

caus<strong>in</strong>g fatalities. Figure 6.3 presents the distribution of these <strong>in</strong>cidents over the<br />

years under study.<br />
