the commission compiles comprehensive data on road traffic accidents, <strong>in</strong>clud<strong>in</strong>g<br />
<strong>in</strong>juries and deaths - unlike <strong>Nigeria</strong> Watch database, which deals only<br />
with violent deaths, <strong>in</strong>clud<strong>in</strong>g those caused by accidents. It is therefore imperative<br />
to draw conclusions after a comparative analysis of data from the FRSC and<br />
<strong>Nigeria</strong> Watch.<br />
Contexts of road accidents <strong>in</strong> <strong>Nigeria</strong><br />
Different circumstances precipitate fatal car accidents <strong>in</strong> <strong>Nigeria</strong>. Understand<strong>in</strong>g<br />
these contexts (political and socio-economic) gives one a better understand<strong>in</strong>g of<br />
why road accident has rema<strong>in</strong>ed a lead<strong>in</strong>g cause of death <strong>in</strong> the country.<br />
Political contexts<br />
Fatal road accidents <strong>in</strong> <strong>Nigeria</strong> cannot be directly attributed to politics. However,<br />
party activities, governance, budgetary allocations, contract evaluation, and so on<br />
have a direct impact on the rate at which accidents occur. The attempts of government<br />
m<strong>in</strong>istries and parastatals to reduce the number of accidents have usually<br />
been frustrated by poor fund<strong>in</strong>g. The Federal M<strong>in</strong>istry of Works and the FRSC<br />
suffer from apparent severe budgetary constra<strong>in</strong>ts, lead<strong>in</strong>g to <strong>in</strong>sufficient human<br />
and material resources and untimely acquisition of safety equipment. Furthermore,<br />
bureaucratic logjams and politicization of contract awards are rife with<br />
irregularities and <strong>in</strong>flated costs. This leads to situations where road contracts are<br />
not properly executed.<br />
Government functionaries and party leaders have been identified as protagonists<br />
<strong>in</strong> fatal road accidents <strong>in</strong> <strong>Nigeria</strong>. The <strong>in</strong>discrim<strong>in</strong>ate use of sirens, coupled<br />
with high-speed driv<strong>in</strong>g by political public office holders, <strong>in</strong>clud<strong>in</strong>g governors<br />
and their convoys, has caused several road traffic accidents. A renowned <strong>Nigeria</strong>n<br />
academician, Professor Iyayi, died <strong>in</strong> an accident that <strong>in</strong>volved the convoy of<br />
Kogi State Governor Capta<strong>in</strong> Idris Wada, who on 28 December 2012 was <strong>in</strong>volved<br />
<strong>in</strong> another fatal accident along the Lokoja-Ajaokuta Road, which killed<br />
his aide de camp, Assistant Super<strong>in</strong>tendent of Police Idris Mohammed. Similarly,<br />
the convoy of Governor Oshiomole of Edo State was <strong>in</strong>volved <strong>in</strong> a gruesome car<br />
accident, lead<strong>in</strong>g to the death of three reporters, while return<strong>in</strong>g from a party<br />
function <strong>in</strong> April 2012 where some members of the People’s Democratic Party<br />
(PDP) were be<strong>in</strong>g received <strong>in</strong>to the now defunct Action Congress of <strong>Nigeria</strong><br />
