FALLECE FRANCISCO MENCÍA, PRIMER PRESIDENTE
DE HÉLICE Y FIGURA CLAVE DEL SECTOR ANDALUZ
Francisco Mencía Morales, ex presidente del Cluster HÉ-
LICE, y uno de los grandes impulsores del desarrollo del
sector aeroespacial en Andalucía, falleció el pasado 31
de diciembre en Sevilla, causando un profundo pesar en
la industria andaluza. Mencía fue presidente de HÉLICE
desde su creación en 2004 hasta 2009, cuando se jubiló
y fue sustituido por Juan Pedro Vela. Ingeniero agrónomo
nacido en Navarra, Mencía llegó a Andalucía en
los años 80 como experto internacional en agencias de
desarrollo, tras trabajar en instituciones como Naciones
Unidas y el Banco Interamericano de Desarrollo, para colaborar
en los proyectos industriales del Gobierno andaluz.
De manera especial en el sector aeronáutico, del que
se convirtió en una de las figuras clave en los años 90 del
siglo XX y primera década del siglo XXI. De hecho fue el
responsable de la administración andaluza que firmó la
carta de apoyo para el proyecto del avión A400M, cuya
FAL se ubicó en Sevilla.
En su trayectoria profesional destacan sus cargos como
director general de Industria, Energía y Minas de la Junta
de Andalucía (1994-2000), director del Parque Tecnológico
Cartuja 93 y director general del Instituto de Fomento
de Andalucía (IFA), que en 2004 se transformó en
la Agencia IDEA. Durante su última etapa compaginó la
dirección del sector aeronáutico en la Agencia IDEA y la
dirección del Parque Tecnológico Aerópolis, hasta convertirse
en presidente de HÉLICE. Como presidente de
HÉLICE, Mencía impulsó la vertebración del sector andaluz,
defendiendo la necesidad de crear una entidad que
aglutinara a los principales agentes de este ámbito (empresas,
Gobierno, sindicatos, asociaciones empresariales,
universidades, centros tecnológicos) para conformar un
cluster aeronáutico fuerte, con una cultura basada en la
colaboración y las alianzas empresariales, la transferencia
de resultados de investigación y la promoción conjunta
internacional.

OF HÉLICE AND KEY PLAYER OF ANDALUSIAN SECTOR
Francisco Mencía Morales, former president of HÉLI-
CE, and one of the major drivers of the development
of the aerospace sector in Andalusia, passed away last
December 31 in Seville, causing deep sorrow to the Andalusian
industry. Mencía was president of HÉLICE from
2004 until 2009, when he retired and was replaced by
Juan Pedro Vela. Born in Navarra, Mencía arrived in
Andalusia in the 80s as an international expert in development
agencies, after working in institutions like
United Nations and Inter-American Development Bank.
He came to collaborate in industrial projects of the Andalusian
government, in particular in the aviation sector,
becoming one of the key players in the 90s and the first
decade of the 21st century. In fact, as former responsible
of the Andalusian administration, Francisco Mencía
signed the letter of support for Airbus programm
A400M to be settled in our community, with the Final
Assembly Line in Seville.
During his career it highlights his position as General Director
of Industry, Energy and Mines of the Government
of Andalusia (1994-2000), director of Cartuja 93 Technology
Park and General Director of the Institute for
Economic Promotion of Andalusia (IFA), today known
as IDEA Agency. During his last period in the Andalusian
administration he combined both the management of
the aviation sector in the IDEA Agency as the Technology
Park Aerópolis, to become president HÉLICE Cluster.
As president of HÉLICE, Mencía fostered the organization
of the Andalusian sector, defending the need
to create an entity bringing together the main actors in
this field (companies, government, trade unions, business
associations, universities, technology centers) to
create a strong aeronautical cluster with a culture based
on collaboration and business partnerships, transfer of
research results and international joint promotion.
