At the end of the debate, the resolution was put to the vote. Only
unofficial members were allowed to vote. Three unofficial voted in
the favour of the resolution; four voted against it. The motion was lost.
A dead silence fell upon the large crowd in the Council Chamber. The
hope for establishing the right to elect representatives in the Government
was crushed.
Political Somersault
The Legislative Council resumed its sitting and the following report
was made; The Committee of this assembled Council beg to report that
after full discussion of the Secretary of State’s despatch and Your Honour’s
message that a resolution to adopt the recommendations in the
Secretary of State’s despatch was rejected by a majority of the committee
(4 to 3). Then the resolution for the adoption of the elective principle
was moved and seconded.
Instantly another unofficial member rose and moved the following
counter-resolution which was seconded; WHEREAS a committee of
this Council has considered the Secretary of State’s despatch No.394 of
21 st September 1934 and His Honour the Administrator’s message relating
to proposals for a change in the constitution of the Presidency;
AND WHEREAS an resolution adopting the proposals for a
change in the said constitution was defeated by the majority of votes of
the unofficial members of the Committee in the proportion of 4 voted to
3 votes.
AND WHEREAS the Committee has reported accordingly;
BE IT RESOLVED that the report of the Committee be adopted
by this Council;
