The 1938 Royal Commission recommended that Government should be
cautious with scheme for small holdings, and suggested that the system
should have proper safeguards to ensure a good standard of cultivation
and for preventing fragmentation of the holdings. Already Government
has had some bad experiences with a number of peasant holders who
neglected their lands and distressed other cultivators. But this should
not cause general dismay. The Commission’s recommendations help to
take care of such problems. The doctrine of working together, as spread
by the world-wide co-operative movement, can be a driving power toward
successful handling of land as a profitable business. Co-operatives
of several kinds have been formed in the state and are making progress.
A pooling of ideas for cultivation, stock rasing, etc. should not
prove beyond the ability of workers who want to seize the opportunities
of the day. The prospects of tourism and the hotel industry are beckoning
those who could produce fresh vegetables, meat and milk. The demand
for these will grow with the advance of further development in
the state. If new blood enters the field of cultivating cane, courage can
be taken from the fact that the market for this commodity will long be
in existence in St. Kitts. Moreover, it is claimed that the wise cultivation
of certain vegetables can yield more cash per acre in a year than sugar
