We should like to refer to West Indies Conference inaugurated
in 1925 at which delegates from all over the islands meet periodically
to discuss matters of common interest. Meetings of this Conference at
regular intervals will, we trust, be continued, and by this means the idea
of a wider West Indian Federation will be kept in sight, and, it is to be
hoped in course of time, be attained.
Our endeavor has been to lay a sound foundation for a structure
designed eventually to grow, if the communities concerned desire,
into a West Indian Federation, taking its proper place in that intricate
mosaic which constitutes the British Empire.
Trinidad and Tobago
The conditions in this colony are entirely dissimilar from those in the
smaller Islands to the north... It was clear to us that no proposal of the
northern Islands would receive support at the present juncture, and that
it would be useless to discuss the matter further.
Getting to the Root
The Commission felt that the 1926 Conference was a good start, but
undoubtedly realised that this early conference was a discussion entirely
among the officials of Crown Colonies and other supporters of the system
of government under which the affairs of the West Indies were controlled
from London. The first conference which was named a West
Indian Conference by sons of the West Indies who themselves were
chosen by the people to lead the British Caribbean to a goal of nationhood
was really the conference held at Roseau, Dominica, in October,
1932.
