Andy milner, Amey<br />

Andy is managing director of Amey’s consulting business.<br />

He joined the company in 2006 following the acquisition of<br />

Owen Williams, where he worked <strong>for</strong> ten years. Andy has<br />

been integral in driving the integration of Amey’s consultancy<br />

function within the company. This market-leading strategy has<br />

been realised through major contract wins across the business.<br />

Key successes include the award of Network Rail’s CEFA<br />

contract across all five areas, becoming the largest supplier of<br />

technology services to the Highways Agency, <strong>and</strong> winning both<br />

the HA’s MAC Area 9 <strong>and</strong> the £2.7bn Birmingham Highways<br />

PFI as a sole provider. Andy is a chartered engineer <strong>and</strong> has<br />

a background in major projects, particularly major bridge<br />

construction <strong>and</strong> strengthening projects. He was responsible<br />

<strong>for</strong> the M1 Tinsley viaduct strengthening (BCIA Major<br />

Project Winner 2005), the M6 Toll road, <strong>and</strong> a range of other<br />

major projects in the UK <strong>and</strong> overseas. Andy has extensive<br />

experience of asset management in the rail, highways <strong>and</strong><br />

property sectors. He has focused the business on maximising<br />

per<strong>for</strong>mance of assets to suit client requirements.<br />

Harrie l.J. Noy, ARcAdIS<br />

Harrie is chief executive officer of ARCADIS NV <strong>and</strong> has been<br />

in that position since mid 2000. He has over 30 years of<br />

experience in the consulting engineering industry. An engineer<br />

by education, he started with ARCADIS in 1975, first as a<br />

project engineer <strong>and</strong> since 1985 in several management<br />

positions. He became managing director of ARCADIS’s Dutch<br />

consulting <strong>and</strong> engineering operations in 1990. In 1994,<br />

he was appointed member of the executive board <strong>and</strong> in<br />

2000 he assumed his current position. Harrie is also a board<br />

member of the association of Dutch stock listed companies,<br />

of the supervisory board of NV Nederl<strong>and</strong>se Gas Unie, of the<br />

advisory board of the Euronext stock exchange, <strong>and</strong> chairman<br />

of the supervisory board of the College of Arnhem – Nijmegen.
