Innovative public procurement<br />

Why should innovative public procurement be part of smart specialisation?<br />

Most of the existing research <strong>and</strong> innovation support schemes in the Member States <strong>and</strong><br />

regions consist mainly in providing support in the <strong>for</strong>m of finance, infrastructure or services<br />

<strong>for</strong> R&D or other activities <strong>and</strong> capacities that aim <strong>to</strong> produce innovations. The introduction<br />

of these innovative products or services in<strong>to</strong> the market is, however, a problem that is hardly<br />

addressed, or only at the end of the innovation support process.<br />

Yet, cus<strong>to</strong>mers are what innovative firms need most in order <strong>to</strong> be successful: Lead cus<strong>to</strong>mers<br />

provide credibility <strong>for</strong> innovative products, <strong>and</strong> are vital <strong>for</strong> validating <strong>and</strong> further improving<br />

innovations. Having cus<strong>to</strong>mers is also a major incentive <strong>for</strong> private inves<strong>to</strong>rs <strong>to</strong> support<br />

innovative firms.<br />

A comprehensive innovation support strategy thus needs <strong>to</strong> include support <strong>for</strong> identifying<br />

potential cus<strong>to</strong>mers or fostering market opportunities (e.g. through stimulating private or<br />

public dem<strong>and</strong> <strong>for</strong> eco-innovations). Starting with dem<strong>and</strong> issues provides more chances <strong>for</strong><br />

successful innovation than starting with R&D grants, as it allows designing the innovation<br />

process <strong>to</strong> precisely match the market opportunity <strong>and</strong> getting faster market take-up of the<br />

innovation.<br />

Some of the most successful innovation support schemes – such as the US Small Business<br />

<strong>Innovation</strong> <strong>Research</strong> scheme (SBIR) 125 – take public sec<strong>to</strong>r dem<strong>and</strong> <strong>for</strong> innovative, af<strong>for</strong>dable<br />

<strong>and</strong> high-quality solutions as a starting point. They then either procure R&D services <strong>to</strong><br />

develop innovative solutions with pre-commercial public procurement 126 , or directly engage a<br />

public procurement of innovation 127 , if the necessary technologies / solutions are available but<br />

not yet in the market. The US public sec<strong>to</strong>r procurement of R&D&I is there<strong>for</strong>e about 20<br />

times bigger than in the EU, <strong>and</strong> the firms benefiting from this seem <strong>to</strong> have an exceptionally<br />

good access <strong>to</strong> private venture capital <strong>for</strong> their further growth.<br />

Also in Europe public procurement holds an enormous - so far largely unused - potential <strong>for</strong><br />

providing dem<strong>and</strong> pull <strong>for</strong> innovation <strong>and</strong> market opportunities <strong>for</strong> innovative firms, as the<br />

purchasing power of public authorities in the EU represents around 19% of the EU’s GDP,<br />

meaning €2.3 trillion a year 128 . Parts of this budget stems from the ERDF.<br />

Using public procurement as an element of a national/regional research <strong>and</strong> innovation<br />

strategy <strong>for</strong> smart specialisation offers multiple advantages, such as:<br />

• Better match new needs in providing more <strong>and</strong> better public services <strong>and</strong> infrastructures<br />

<strong>to</strong> citizens <strong>and</strong> firms, than off-the-shelve products could offer,<br />

• Cost-savings <strong>for</strong> public budgets in the medium <strong>and</strong> long-term thanks <strong>to</strong> more energy or<br />

resource efficient solutions (e.g. functional requirements),<br />
