also cover non beneficiaries <strong>and</strong> are influenced by other fac<strong>to</strong>rs than the programme. In this<br />

case, an impact evaluation should be planned <strong>to</strong> assess the actual contribution of the<br />

programme <strong>to</strong> the change in the statistics.<br />

At the programme level, expected outputs <strong>and</strong> results should be identified <strong>and</strong> evaluated<br />

according <strong>to</strong> programme objectives. According <strong>to</strong> the intervention logic, the results can be<br />

short term <strong>and</strong> medium/ long-term results (see Table 10 below).<br />

Many EU regions have been developing <strong>and</strong> implementing innovation strategies over the last<br />
