elevant Commission Services can provide specific assistance <strong>to</strong> regions which identify ICT<br />

as one of its main policy objectives <strong>for</strong> 2014-2020 period.<br />

A critical success fac<strong>to</strong>r, complementing the ef<strong>for</strong>t of the S3 plat<strong>for</strong>m, is the use of EU<br />

technical assistance <strong>to</strong> support ICT competence centres enabling regional <strong>and</strong> rural ac<strong>to</strong>rs <strong>to</strong><br />

absorb expertise <strong>to</strong> plan <strong>and</strong> the implement ICT-based innovation.<br />

Box 7 - ICT measures in RIS3<br />

Within the national/regional strategies <strong>for</strong> smart specialisation, ICT measures could:<br />

a)feature as horizontal measures such as application-driven research <strong>and</strong> user-driven<br />

innovation <strong>and</strong>, adoption of ICT including ICT-based solutions in all kinds of fields<br />

(healthcare, healthy <strong>and</strong> active aging, e-accessibility, assisted living, e-government, access<br />

<strong>to</strong> public in<strong>for</strong>mation, resource efficiency, smart grids, intelligent transport, safety, ecommerce,<br />

manufacturing, design, public services, e-education, e-inclusion, e-skills,<br />

entrepreneurship, digital literacy, e-content, creativity, culture, living labs, smart buildings<br />

<strong>and</strong> neighbourhoods, smart cities, trust, security, etc;<br />

b)have a sec<strong>to</strong>ral focus targeting ICT industrial <strong>and</strong> technological leadership in R&D&I fields<br />

such as key enabling technologies (KETs), or promoting specialisations in specific market<br />

segments or niches (such as micro, nanoelectronics, pho<strong>to</strong>nics, embedded systems, smart<br />

integrated systems <strong>and</strong> complex systems engineering, next generation computing <strong>and</strong> future<br />

Internet, eInfrastructures; content technologies <strong>and</strong> in<strong>for</strong>mation management; robotics,<br />

cognitive systems, advanced interfaces <strong>and</strong> smart spaces: mobile apps <strong>and</strong> social networks<br />

apps, etc);<br />

c)include measures in support of regional capacity <strong>to</strong> plan, manage <strong>and</strong> implement ICT<br />

measures: eg: networking, <strong>to</strong> establish accelera<strong>to</strong>rs <strong>and</strong> men<strong>to</strong>ring facilities <strong>for</strong> start-ups, <strong>to</strong><br />

support web entrepreneurs camps, good practices exchange, peer review, studies, regular<br />

mapping of infrastructure, moni<strong>to</strong>ring <strong>and</strong> benchmarking, development, expertise <strong>to</strong> set up<br />

innovative investment models, <strong>to</strong> exploit pre-commercial procurement, <strong>and</strong> other related<br />

innovative procurement activities including rein<strong>for</strong>cing cross border <strong>and</strong> international<br />

collaboration in preparing the digital growth actions.<br />

Plan <strong>for</strong> high speed Internet Infrastructure (Next Generation Networks)<br />

The <strong>Guide</strong> <strong>to</strong> Broadb<strong>and</strong> Investment presenting the various models <strong>for</strong> management<br />

authorities wishing <strong>to</strong> invest in high speed infrastructure provides a useful <strong>to</strong>ol kit: provided<br />

these investments respect the relevant regulation (telecom framework, State aids guidelines,<br />

etc.) they can benefit from a wide range of EU funding instruments from Connecting Europe<br />

Facility (CEF) <strong>and</strong> from the cohesion (in less developed regions) or rural development<br />

policies.<br />
