Barriers <strong>and</strong> challenges<br />

Most SMEs are facing problems such as accessing finance, covering the whole life cycle from<br />

idea <strong>to</strong> market, finding their fist clients either on national or international markets <strong>and</strong><br />

accessing risk capital.<br />

All those barriers can be overcome if regional authorities are able <strong>to</strong> provide an integrated<br />

approach <strong>to</strong> address the needs of SMEs covering all phases of enterprise creation <strong>and</strong><br />

development <strong>and</strong> <strong>to</strong> link <strong>to</strong> European activities that support SMEs in setting up or joining<br />

cross-border knowledge networks <strong>and</strong> collaborations <strong>and</strong> in realising European research <strong>and</strong><br />

innovation projects.<br />

EU provides finance <strong>for</strong> small firms in different <strong>for</strong>ms - grants, loans, <strong>and</strong> in some cases,<br />

guarantees. In addition, the EU funds specific projects. The European Small business Portal<br />

provides in<strong>for</strong>mation on possible funding opportunities <strong>for</strong> SMEs 46 .<br />

How <strong>to</strong> act?<br />

Member States have committed <strong>to</strong> implement the Small Business Act <strong>for</strong> Europe (SBA)<br />

which is a framework <strong>to</strong> build a more friendly business environment in Europe. Regional<br />

authorities should focus on the content of the SBA <strong>and</strong> ensure its implementation also at<br />

regional level. The SBA is based on ten principles aiming at tackling the obstacles that<br />

hamper SMEs potential <strong>to</strong> grow <strong>and</strong> create jobs.<br />

Besides this, EU policies <strong>and</strong> instruments are providing support <strong>for</strong>:<br />

• supporting entrepreneurship spirit <strong>and</strong> enterprise creation <strong>and</strong> development;<br />

• enhancing innovation support <strong>for</strong> existing SMEs;<br />

• building capacities in innovation agencies <strong>and</strong> SMEs through spreading in<strong>for</strong>mation on<br />

new <strong>to</strong>ols <strong>to</strong> support innovation in SMEs or testing new ways <strong>to</strong> access high added value<br />

support services: vouchers, innovative procurement, market replication, proof of<br />

concept, lead markets 47 , Key Enabling Technologies (KETs), <strong>and</strong> also the Europe<br />

Innova 48 <strong>and</strong> ProInno Europe 49 initiatives;<br />

• supporting R&D activities by SMEs 50 ;<br />

• facilitating access <strong>to</strong> risk capital;<br />

• enhancing skills;<br />

• providing market opportunities via market replication projects, <strong>for</strong> which SMEs<br />

constitute the main target group<br />

• ICT value chain actions IPR help desk IP Portal, SME Chine IPR help desk<br />

• Erasmus <strong>for</strong> young entrepreneurs<br />

• e-skills actions<br />

• ICT value chain action<br />
