energy potential <strong>and</strong> climate impacts in the studies that will serve as a basis <strong>for</strong> the<br />

identification of the priorities <strong>to</strong> be established regarding smart specialisation;<br />

• Increasing the support <strong>for</strong> new entrepreneurial firms that aim <strong>to</strong> deliver more radical<br />

eco-innovations <strong>and</strong> challenge existing firms <strong>and</strong> business models, or that deploy new<br />

environmental technologies;<br />

• Improving access <strong>to</strong> finance, knowledge <strong>and</strong> know-how <strong>and</strong> skills development in order<br />

<strong>for</strong> SMEs <strong>to</strong> boost their resource efficiency <strong>and</strong> develop new products <strong>and</strong> services that<br />

are more environmentally-friendly;<br />

• Enhancing international <strong>and</strong> interregional co-operation on innovation <strong>for</strong> sustainable<br />

growth.<br />

It is also necessary <strong>to</strong> go beyond the creation <strong>and</strong> supply of new technologies <strong>and</strong> innovations<br />

<strong>and</strong> strengthen the diffusion <strong>and</strong> take-up of innovations <strong>for</strong> sustainable growth. Such policies<br />

include:<br />

• Rein<strong>for</strong>cement of markets <strong>for</strong> green innovation: local <strong>and</strong> regional authorities need <strong>to</strong><br />

deploy much more Green Public Procurement 158 , possibly in synergy with Innovative<br />

Public Procurement, as a key lever <strong>to</strong> boost innovation <strong>and</strong> sustainable development;<br />

• Promoting change of consumer behaviour <strong>and</strong> social innovation: consumer policy,<br />

education <strong>and</strong> in<strong>for</strong>mation as well as labelling;<br />

• Taking an exemplary role, <strong>for</strong> instance in engaging the administration in EMAS<br />

certifications 159 or state-of-the-art renovation of public buildings <strong>for</strong> improved energy<br />

efficiency 160 .<br />

• Other instruments such as fiscal or pricing mechanisms can, in certain cases, also be in<br />

the h<strong>and</strong>s of regional authorities.<br />

For the next programming period, the contribution of key areas of sustainable growth is<br />

ensured. Environment, climate change <strong>and</strong> energy are specifically included in the draft new<br />

regula<strong>to</strong>ry package, covering all shared managed funds, either through thematic objectives,<br />

investment priorities, specific <strong>and</strong> also as a cross-cutting principle. The proposed regulations<br />

include concrete ex-ante conditionality requesting MS <strong>to</strong> comply with EU's waste, water,<br />

climate <strong>and</strong> energy legislation <strong>to</strong> ensure efficient use of the funds in those areas. Furthermore,<br />

ERDF resources are earmarked <strong>for</strong> thematic priority ‘supporting the shift <strong>to</strong>wards a lowcarbon<br />

economy in all sec<strong>to</strong>rs; in particular, at least 20% in more developed <strong>and</strong> transition<br />

regions <strong>and</strong> at least 6% in less developed regions. Ring fencing of a 5% minimum share on<br />

Sustainable Urban Development will also contribute <strong>to</strong> address environmental, energy &<br />

climate challenges in cities<br />

Sustainable energy<br />

For the period 2014-2020, the Commission has proposed a significant concentration of<br />

cohesion policy ef<strong>for</strong>ts on renewable energy <strong>and</strong> energy efficiency, <strong>for</strong> example; the more<br />

developed regions <strong>and</strong> those regions that did not yet complete their catch-up process would<br />
