• Connecting Europe Facility 87 : measures aiming at the removal of bottlenecks which<br />

hinder the completion of the Digital Single Market: broadb<strong>and</strong> <strong>and</strong> NGA networks <strong>and</strong><br />

Digital Service Infrastructures including core service plat<strong>for</strong>ms <strong>and</strong> generic services.<br />

• Horizon 2020: (see proposal 88 ).<br />

How <strong>to</strong> act?<br />

Moving from a classic ICT sec<strong>to</strong>r approach <strong>to</strong> a comprehensive local/regional/national<br />

"digital agenda" within the <strong>Smart</strong> <strong>Specialisation</strong> Strategy is a key success fac<strong>to</strong>r <strong>for</strong> passing<br />

the "ex-ante conditionality" test. This démarche should build on at least two pillars:<br />

1) - Network infrastructure: mapping existing <strong>and</strong> planned assets, identifying the needs <strong>for</strong><br />

reaching ambitious population coverage <strong>and</strong> take-up targets of next generation networks (over<br />

30 Mbps), assessing the most suitable investment models 89 , etc.<br />

This may take the <strong>for</strong>m of a st<strong>and</strong>-alone "Broadb<strong>and</strong> Plan" (most Member States have one at<br />

national level) or be presented as a dedicated chapter within the RIS3 document.<br />

2) - Harnessing digital growth: identifying the needs <strong>for</strong> the supply of innovative eServices<br />

(eHealth, eGovernment, etc.) <strong>and</strong> stimulating dem<strong>and</strong> <strong>for</strong> new applications (cloud computing,<br />

eBusiness) <strong>and</strong> ICT usage (eCommerce <strong>for</strong> SMEs <strong>and</strong> consumers, smart energy networks <strong>and</strong><br />

low energy lighting, ICT R&D, etc.).<br />

This may be integrated within all the relevant (sec<strong>to</strong>r-based) initiatives being developed in the<br />

RIS3. Alternatively, it may also be presented as a dedicated digital growth chapter within the<br />

RIS3.<br />

Digital Growth Chapter<br />

The development of a chapter <strong>for</strong> digital growth within the smart specialisation strategy will<br />

enable regions <strong>to</strong> identify the priorities <strong>for</strong> ICT investment which are pertinent <strong>for</strong> your<br />

terri<strong>to</strong>ry. The Digital Agenda <strong>for</strong> Europe can be taken as a model. Box 7 provides further<br />

in<strong>for</strong>mation about ICT measures in RIS3. The identification of these priorities will involve a<br />

SWOT analysis based on the DAE scoreboard's 90 indica<strong>to</strong>rs <strong>and</strong> targets, which reflects the<br />

main areas of action up <strong>to</strong> 2020.<br />

The DAE scoreboard provides data <strong>and</strong> an annual assessment of the per<strong>for</strong>mance at EU <strong>and</strong><br />

Member States level. Regions are requested <strong>to</strong> make a SWOT analysis taking the DAE score<br />

board as a reference grid against which <strong>to</strong> assess the per<strong>for</strong>mance with a view <strong>to</strong> identify gaps<br />

requiring regional actions in the domain of ICT. The S3 plat<strong>for</strong>m, in combination with<br />
