For this, solid economic data is necessary. The Commission is in the process of setting up an<br />

EU Moni<strong>to</strong>ring Mechanism, which will provide in<strong>for</strong>mation on the supply <strong>and</strong> dem<strong>and</strong> of<br />

KETs in the EU <strong>and</strong> third countries. This will help regions in their smart specialisation<br />

strategies with regard <strong>to</strong> KETs. Pending the availability of the EU Moni<strong>to</strong>ring Mechanism on<br />

KETs, regions can already use existing in<strong>for</strong>mation available through the Nano-Observa<strong>to</strong>ry 95<br />

<strong>and</strong> the Regional <strong>Innovation</strong> Scoreboard 96 . Further, synergies should be obtained by linking<br />

regional activities <strong>to</strong> EU programmes, such as those sponsored under the research <strong>and</strong><br />

innovation programme (Horizon 2020). Regions should there<strong>for</strong>e closely follow the EU's<br />

activities in order <strong>to</strong> maximise the impact of their own activities on KETs.<br />

It is important <strong>for</strong> regions <strong>to</strong> follow in their smart specialisation strategies an economic<br />

assessment, which would allow <strong>for</strong> the identification of niche markets <strong>and</strong> regional<br />

competitive advantages.<br />

An EU Moni<strong>to</strong>ring Mechanism on KETs should become operational as of 2013. A first pilot<br />

shall be available by the end of 2012 This mechanism will provide EU-wide <strong>and</strong> international<br />

market data on the dem<strong>and</strong> <strong>and</strong> supply of KETs, which will help regions (<strong>and</strong> Member States)<br />

<strong>to</strong> identify their competitive advantages more easily.<br />

Further, KETs will take up a prominent role in the upcoming revision of the EU's research &<br />

innovation framework programme (Horizon 2020). It is important <strong>to</strong> note that due <strong>to</strong> another<br />

change <strong>to</strong> the Common provisions regulation 97 , regions will be able <strong>to</strong> more easily combine<br />

different EU instruments in order <strong>to</strong> support their local economic ecosystems, including<br />

technology developers, start-ups, SMEs <strong>and</strong> anchor companies. In the future, several EU<br />

funding <strong>to</strong>ols can be combined <strong>for</strong> the financing of one operation, given that the expenditure<br />

is not double financed <strong>and</strong> general state aid principles are followed.<br />

In addition, the Commission plans <strong>to</strong> cooperate more closely with the European Investment<br />

Bank in order <strong>to</strong> provide loan guarantees <strong>to</strong> productive investments. Overall, a coherent<br />

financial framework will be put in place in order <strong>to</strong> support all development <strong>and</strong> innovation<br />

stages of KETs-related processes.<br />
