As detailed above, this GMP has been developed through a participatory process to ensure<br />
that it has wide support from among the Park’s varied stakeholders and is both realistic and<br />
implementable. The timeframe, main activities and outputs of the planning process are illustrated<br />
in Annex 2:.<br />
The planning process began with a meeting of the SENAPA Core <strong>Plan</strong>ning Team, which was<br />
followed by an intensive period of information collection and stakeholder consultations leading<br />
to the production of a Resource Base Inventory (RBI) report. The RBI presents an upto-date<br />
synthesis of key background information and the state of knowledge on SENAPA that<br />
is useful in the development of the GMP, and covers the following main topics:<br />
� New collations of fauna and flora inventories<br />
� Available GIS data including over 30 themed maps that present information on topography,<br />
wildlife distribution, river networks, fire events, park infrastructure and park-adjacent<br />
developments and activities<br />
� Outputs from stakeholder consultations<br />
� An analysis of SENAPA management issues<br />
� Details of important international IUCN protected area guidelines<br />
� Information on research published on the <strong>Serengeti</strong><br />
Using the findings of the RBI, the GMP Stakeholders <strong>Plan</strong>ning Workshop was held in<br />
January 2004, which involved the full GMP <strong>Plan</strong>ning Team in developing the long-term strategic<br />
framework for managing SENAPA. This included a review of the Park’s purpose and<br />
resource values and the identification and prioritisation of the main management issues and<br />
opportunities that impact on the Park’s values and the achievement of the Park’s purpose.<br />
The GMP <strong>Plan</strong>ning Team developed provisional 10-year <strong>Management</strong> Objectives and Targets<br />
for the SENAPA <strong>Management</strong> Programmes, which provided the framework for further<br />
plan development.<br />
The specific details of the <strong>Management</strong> Programmes were subsequently developed by specialist<br />
Working Groups made up of the appropriate SENAPA and TANAPA HQ managers,<br />
selected resource people and relevant stakeholders, plus a facilitator. Each group elaborated<br />
