The Board will permit the use <strong>of</strong> motor vehicles by students in accordance with therules <strong>of</strong> the district provided that such students: are licensed drivers; have parentalpermission when they are minors; <strong>and</strong> have been granted permission by the buildingprincipal to drive a motor vehicle on school grounds.The Board will not be responsible <strong>for</strong> bicycles <strong>and</strong> motor vehicles which are lost, stolen,or damaged.<strong>Student</strong>s may park only in the areas provided <strong>for</strong> student parking. Improper parking,such as wrong area, blocking roadway, straddling lines, is prohibited. Campus speedshall not be in excess <strong>of</strong> ten (10) miles per hour. Vehicles must be driven at all timesso as to provide maximum protection <strong>for</strong> the safety <strong>of</strong> other people <strong>and</strong> theirproperty.The privilege <strong>of</strong> parking <strong>and</strong>/or driving on the campus may be withdrawn from anystudent who violates this policy or any related school rules.34
VI. <strong>Student</strong>s with Re-Occurring Disciplinary ProblemsWhen students violate school rules, they are faced with the consequences, as shown on the followingchart that illustrates disciplinary <strong>of</strong>fenses <strong>and</strong> responses. Some violations are very serious, <strong>and</strong> resultin suspension. Whenever a student commits a serious infraction that may result in suspension, theprincipal or assistant principal must tell the student the reasons why he or she is being suspended, <strong>and</strong>must give the student an opportunity to be heard. The principal or assistant principal’s decision is madeconsidering the student’s response.Some violations result in suspension, <strong>and</strong> a fine. For example, fighting results in suspension <strong>and</strong>depending on the age <strong>of</strong> the student, charges will be pressed <strong>for</strong> disorderly conduct, resulting in a fine.In addition, if a student brings a weapon to school (or a look-alike weapon), or uses an object as aweapon, criminal charges will be pursued <strong>for</strong> having a weapon on school property, resulting in a fine. Inaddition, a <strong>for</strong>mal hearing be<strong>for</strong>e a committee <strong>of</strong> the Board <strong>of</strong> Directors will be held. This will result inexpulsion from school <strong>for</strong> a minimum <strong>of</strong> one year, unless the Superintendent recommends otherwise.<strong>Student</strong>s who have re-occurring problems with discipline need to be aware that they could be expelledfrom school <strong>for</strong> an entire year, or permanently, depending on the age <strong>of</strong> the student <strong>and</strong> the nature <strong>and</strong>severity <strong>of</strong> the misconduct. Our goal is to avoid this, <strong>and</strong> to redirect the student so that he or she willbe successful.<strong>School</strong> personnel will make a concerted ef<strong>for</strong>t to help students who have difficulty controlling theirbehavior. Behavior support plans will be developed by teachers, counselors, psychologists <strong>and</strong> principals,with the student <strong>and</strong> his or her parents/guardians. These plans are designed to help students besuccessful in meeting the expectations <strong>for</strong> acceptable school behavior <strong>and</strong> learning replacementbehaviors, which do not disrupt the educational environment. However, if student behavior does notchange, <strong>and</strong> he or she has received 3 in-school or out-<strong>of</strong>-school suspensions within a semester, thestudent’s case will be reviewed by a central <strong>of</strong>fice administrator in an Administrative Review Hearing.At an Administrative Review Hearing, the Central Office Administrator, principal or assistant principal,parents or guardians, <strong>and</strong> student will be present to review the student’s discipline record as well as theinterventions put into place with the behavior plan. The Central Office Administrator will makerecommendations <strong>for</strong> the student. The Central Office Administrator will also warn the student that anyfurther violations may result in a Formal Hearing <strong>of</strong> the Board <strong>for</strong> a determination <strong>of</strong> an appropriateeducational placement <strong>of</strong> the student.A Formal Hearing <strong>of</strong> the Board, held at the student’s expense unless the student is found innocentagainst the charges made against him or her, will be held in accordance with due process requirements.Results <strong>of</strong> such a hearing could be reinstatement in the regular education environment, placement in analternative program, expulsion <strong>for</strong> an extended period <strong>of</strong> time, permanent expulsion or other appropriateeducational placement requirements. (Please refer to Policies #’s 218 <strong>and</strong> 233, which can be found onour website www.lebanon.k12.pa.us <strong>for</strong> more in<strong>for</strong>mation.)Depending upon the nature <strong>and</strong> severity <strong>of</strong> the student’s misconduct, the building principal mayimmediately submit a student’s case <strong>for</strong> an Administrative Review Hearing or <strong>for</strong> a Formal Hearing bythe Board. In such cases, the building principal can submit the case without complying with theprogressive disciplinary procedural steps established by these guidelines.35
