Reservas Naturales

He aquí un breve relato de cómo se establecieron las reservas o áreas
naturales protegidas en nuestro país. Con el crecimiento poblacional
de la dé cada de los cincuenta y sesenta y la expansión de territorios
urbanos y agrícolas en el paisaje salvadoreño se comenzaba a notar
el efecto del desarrollo en los espacios naturales, en la calidad del
suelo y el agua. Lo anterior demandaba el inicio de un proceso de
ordenamiento territorial así como la protección y manejo de los
bosques naturales del país.
Here’s a brief tale on how the reserves or protected areas were
established in our country. With the rising population in the 50´s and
60´s, and the expansion of urban and agricultural territories in the
Salvadoran landscape, the effect of development on the natural areas
and on the quality of soil and water, became evident. This demanded
the establishment of a land-use planning process, which would
include the protection and sustainable management of the natural
forests in the country.
Consecuentemente, en 1974, el gobierno estableció la Unidad de
Parques Nacionales y Vida Silvestre del Servicio Forestal y de Fauna,
dependencia del Ministerio de Agricultura y Ganadería MAG. Años
después, en 1981, esta unidad adquirió su propia identidad,
convirtiéndose en el Servicio de Parques Nacionales y Vida Silvestre,
teniendo como uno de sus propósitos la identificación y evaluación
de las áreas con potencial para integrar un sistema de reservas.
Consequently, in 1974, the government established the Unit of National
Parks and Wildlife, within the Forest Service of the Ministry of Agriculture
MAG. Years later, in 1981, this unit acquired its own identity, becoming
the National Parks and Wildlife Service, having as one of its objectives
the identification and evaluation of those areas with potential to
integrate a system of reserves.
A partir de los setenta, el gobierno central inició la adquisición de
algunos terrenos críticos para la protección de suelos y recursos
naturales. Es así como Montecristo y El Imposible comienzan su
trayectoria como Parques Nacionales. De manera similar, otras áreas
fueron adquiridas por el Estado a través de significativas donaciones
como la del Parque Walter Thilo Deininger, administrada por el
Instituto Salvadoreño de Turismo.
Also in the mid-70´s, the central government started to buy critical
areas for soil and natural resources conservation. This is how
Montecristo and El Imposible become the first National Parks.
Similarly, other lands were acquired by State through significant
donations, such as the Walter Thilo Deininger Park, managed by the
Tourism Institute of El Salvador.
No fue hasta la Reforma Agraria, a inicios de la década de los ochenta,
que el sistema de áreas se incrementa significativa mente al incluirse los
remanentes de bosque que fueron desmembrados de las cooperativas
agropecuarias, los cuales conservaron su nombre y fueron transferidos
al Estado. En números, este incremento representó de 5 a más de 100
áreas a ser manejadas.
It wasn´t until the Land Reform at the beginnings of the 80´s, that the
number of protected areas within the system was significantly increased,
by including the remaining pockets of forest which were separated from
the agrarian cooperatives and which were then transferred to the State.
This resulted in an increase from 5 to more than 100 areas to be managed.
Esta situación representó la mejor oportunidad para que numerosas
áreas de invaluable riqueza natural y cultural fueran protegidas para
el bien común; sin embargo, se convirtió en un enorme reto para
encontrar los mecanismos viables para la administración con fondos
limitados de manera financiera y técnicamente sostenible.
This was the best opportunity to protect for the common interest a
large number of areas with a significant natural and cultural value;
however, this also meant a great challenge to find the mechanisms for
the sustainable management of these lands.
