Samenvatting<br />
Our report presents a new process model for urban development<br />
in the Netherlands. We have studied for six months in<br />
Dubai about Dubai’s urban development approach.<br />
The conclusions from Dubai as a practice approach are<br />
translated to the urban development process in the Netherlands.<br />
Our report is especially written for professionals who have a<br />
relation with urban development projects in the Netherlands.<br />
Furthermore, we want to contribute with our process model to<br />
the discussion about accelerating the urban development<br />
process.<br />

The National government in the Netherlands is aware of the fact<br />
that urban development will increase not only employment, but<br />
also economic growth. The ministry of Economic Affairs<br />
presented a report that displays the need of new industrial areas.<br />
The development process of new industrial areas takes on<br />
average eight years with the risk that the market demand after<br />
project delivery already has been changed. Different issues<br />
caused a stagnating market and the urban development process<br />
needs improvement to achieve acceleration back again.<br />
We will discuss the approach and the state of affairs that cause a<br />
stagnating market and the subsequent slowing of economic<br />
growth. The urban development process in the Netherlands is<br />
very dynamic but complex. Strategic long-term plans are being<br />
formulated by the National government and shouldn’t have a<br />
direct relation with the four-year political cycle which we have in<br />
the Netherlands. The government should focus on the national<br />
strategic plan and laws and regulations on a high level base.<br />
Because of this the execution of the plans rests by the province,<br />
municipalities and private companies.<br />
Through the stagnation and lack of control on province level we<br />
see that municipalities start carrying out the urban development<br />
policy of the National government on their own. A bottom up<br />
approach is the result, whereby municipalities skip the province<br />
level and carry out the long-term plans of the National<br />
government. The National government is loosing control on her<br />
long-term urban development projects when individual<br />
municipalities start carrying out these projects. The province<br />
needs to coordinate projects of the National government to<br />
guarantee the quality and sustainabledevelopment.<br />
The research question in this report is about; the key<br />
characteristics for a business organisation to accelerate the<br />
urban development process in the Netherlands with the input of<br />
a practice approach from Dubai. We designed and utilised a<br />
