relevant to all Western Balkan countries,
included a comprehensive solution that would
accelerate the process of integration into the European
Union for Western Balkan states. The document
was prepared in a few successive phases:
initial drafting, national and regional debates, an
international conference and the distribution of
the final proposal to local, national, regional and
international decision-makers.

Osnovni zaključci jesu da je potrebno da se usvoji
moderni koncept javnog dobra u pravnim sistemima
Srbije i Kosova i da se taj koncept integriše u koncepcije
razvoja, tumačenja i sprovođenja zakonskih
propisa, kao i da treba obezbediti sprovođenje reforme
u sektori energetike u koordinaciji sa relevantnim
domaćim akterima. Pored ovoga u zaključcima
je navedeno da je potrebno regionalno umrežavanje
stručnjaka i njihovih udruženja u oblasti energetike,
kako bi se omogućila efikasnija primena iskustava
koja proističu iz dobre prakse i profesionalnog ponašanja
i izrada regionalnog foruma za razvoj strategija
regionalne energetske bezbednosti.
Partner na projektu je evropska kancelarija Freedom
House u Budimpešti, a projekat su podržali
Fond Braća Rockfeller, Nacionalna zadužbina za
demokratiju i Balkanski fond za demokratiju.

razvoja i spoljne politike Srbije
Projekat je usmeren na doprinos pri izradi Strategije
spoljne politike Srbije, čije nepostojanje dovodi
do konfuzije u spoljnopolitičkom delovanju, ali i u
planiranju i predviđanju spoljnopolitičkog delovanja
u budućnosti. Ovim projektom predstavljen je
mehanizam izrade i donošenja strategijskih dokumenata,
koji se praktikuje u razvijenim demokratskim
društvima.

European Standards
Energy supply is crucial for the sustainability of
economic development in the Western Balkans,
the poorest region in Europe. The adoption of an
appropriate national and regional energy strategy
and policy is necessary to achieve macro-economic
revitalization and to promote economic growth
through more efficient use of energy, the reduction
of the negative impact on the environment and the
decrease of energy poverty.
Bearing this in mind, the European Movement in
Serbia and the Kosovo Institute for Policy Research
and Development (KIPRED) focused their attention
on the reform process in the energy sector, to
encourage European integration and compliance
with European standards.
The European standards series includes three short
thematic reports on legal issues, energy policy and
environmental protection and are intended for the
creators of energy policies in Belgrade and Pristina,
but also in the EU. The research and its results
were aimed at establishing a complex set of activities
necessary for the promotion of energy reform.
The research results were successfully promoted
and became the subject of serious consideration
and discussion, both in official and unofficial circles
in the region and in Brussels.
The main conclusions of this study included: the
necessity to adopt a modern concept of public good
in the legal systems of Serbia and Kosovo, to integrate
the concept into overall development, interpretation
and enforcement of regulations, and to
