Interview│Interview│Interview ‏│مقابلة „Lernt die Menschen im normalen Leben kennen!‟ Interview mit Oberbürgermeister Thomas Eiskirch Mahmod: Herr Eiskirch, können Sie unseren Lesern etwas über sich erzählen? Sie wollen Sie besser kennenlernen. Ich bin 45 Jahre alt, verheiratet und habe zwei Kinder. Eine Tochter und einen Sohn, die gehen zur Schule. Ich lebe schon lange in Bochum. Zum Oberbürgermeister bin ich erst vor zehn Monaten gewählt worden. Ich bin Politiker geworden, weil ich es wichtig finde, sich für die Demokratie zu engagieren. Deutschland darf niemals in eine Situation zurückfallen, in der eine Person alles allein entscheidet. Demokratie ist das beste Gesellschaftsbild. Das passt durchaus zur Situation in vielen Ländern, aus denen Menschen gerade flüchten. Mahmod: Ja, das stimmt. Ich zum Beispiel komme aus Syrien. Viele Gleichheitsgrundsätze vom Leben miteinander gibt es in diesen Ländern nicht. Ich glaube an eine Gesellschaft, in der jeder seine Meinung sagen darf, die Justiz unabhängig ist und jeder die gleichen Rechte hat. Qamar: Ich habe eine wichtige Frage. Viele Flüchtlinge müssen lange auf das Interview für den Asylantrag warten. Ich bin seit eineinhalb Jahren in Deutschland. Und erst nach einem Jahr habe ich die Aufenthaltsgestattung bekommen. Jetzt warte ich auf das zweite Interview. Was tun Sie, damit das schneller geht? Wir als Stadt können die Interviews leider gar nicht führen. Das ist Aufgabe des BAMF, des Bundesamts für Migration und Flüchtlinge. Nach langen Gesprächen hat das BAMF in Bochum eine eigene Außenstelle eingerichtet, hier an der Essener Straße. Außerdem stellt es jetzt mehr Interviewtermine zur Verfügung. Wir hoffen, dass wir bis zu den Herbstferien sicherstellen können, dass alle Geflüchteten, die in Bochum leben, einen Auf- Interview with Mayor Thomas Eiskirch by Qamar, Mahmod and Aliou reporters for here Mahmod: Mr Eiskrich, could you tell our readers something about yourself? They would like to get to know you better. I am 45 years old, married and I have two children. A daughter and a son who are still in school. I have been living in Bochum for a long time. Only ten months ago I was elected mayor. I became a politician because I think it is important to commit oneself to democracy. Germany ought never to fall back into a situation in which only one person decides everything on his own. Democracy is the best social system. This is actually comparable to the situation in many countries from which people are fleeing currently. Mahmod: Yes, that is true. I, for example, am from Syria. A lot of the basic principles of equality do no longer exist in these countries. I believe in a social system in which everyone has the right to voice his opinion, the judiciary is independent and everyone has the same rights. Qamar: I have an important question. A lot of refugees have to wait a long time for the interview to file their application for political asylum. I have been in Germany for one and a half years now. And it took one year to get a residence permit. Now I am waiting for the second interview. What are you doing to quicken this process? We, as the city of Bochum, unfortunately, cannot conduct these interviews. This is the responsibility of the BAMF, of the Federal Office for Migration and Refugees. Wir sind dann wahrscheinlich die erste Stadt im Ruhrgebiet, in der jeder Geflüchtete, der der Stadt zugewiesen ist, auch seine Interviews geführt hat. Wie es dann mit der zweiten Interviewrunde weitergeht, das kann ich im Moment nicht sagen. Aber ich denke, auch da werden wir schneller werden. Qamar: Integrationskurse sind meist für die Leute, die aus Ländern wie Syrien, Irak, Iran und Eritrea kommen. Ich komme aus Pakistan. Ich lebe hier, ich möchte lernen und mich integrieren. Aber ich habe keine Chance dazu. Ich muss meine Deutschkurse selbst bezahlen. Aber nicht alle Leute können das. Aber das Recht zu lernen, gilt für alle Leute, egal aus welchem Land sie kommen. Für die Integration stehen derzeit nur beschränkte Gelder und Kapazitäten zur Verfügung. Die konzentrieren sich erst einmal auf diejenigen, die lange hier bleiben werden. Es gibt viele Gründe zu flüchten: Das sind humanitäre Gründe oder Verfolgung. Ich kann auch rein wirtschaftliche Gründe oder eine bessere Lebensperspektive für die eigenen Kinder sehr gut nachvollziehen. Trotzdem gibt es in Deutschland Gründe, die dazu berechtigen, Asyl zu bekommen und Gründe, die nicht ausreichen, um dauerhaft hier zu bleiben. Das sind Vorgaben, die auf Bundesebene entschieden werden. Das ist für den Einzelnen kein schönes Gefühl. Das kann ich verstehen. Aber wir gehen auch mit Geflüchteten, die keine hohe Bleibewahrscheinlichkeit haben, gut in Bochum um. Qamar: Mir ist es wichtig, mich zu integrieren. Ich möchte arbeiten und kein Geld vom Sozialamt bekommen. Was tun Sie, damit wir Arbeit bekommen? Es wird eine der ganz großen Herausforderungen sein, dass die Menschen, die zu uns geflüchtet sind, möglichst schnell in geregelte Arbeitsverhältnisse kommen. Das ist für die Würde und das Selbstwertgefühl jedes Einzelnen wichtig, seinen Lebensunterhalt selbst zu bestreiten. Mahmod: Ja, das ist mir auch wichtig. Aber dafür muss ich gut deutsch sprechen. Deshalb müssen wir davon wegkommen, zuerst deutsch zu lernen und erst danach eine Ausbildung zu beginnen, its own branch in Bochum, here in the Essener Straße. Qamar: Integration courses are mostly for people from countries like Syria, Iraq, Iran and Eritrea. I am from Pakistan. I am living here, I am learning and I am integration myself into society. But I have no chances. I have to pay my German language courses myself. But not everyone can do that. Yet, everyone has the right to learn, no matter which country they are from. At the moment there are only limited funds and capacities available for the integration process. These concentrate on those people who have a perspective to stay here for a long time. There are many reasons to flee from a country: for humanitarian reasons or persecution. I can also understand economical reasons and the wish for better prospects on life for one’s children. Nevertheless, there are causes that entitle someone to seek asylum in Germany, and there are causes that are not sufficient to guarantee a lasting residence permit. Theses are standards set at federal level. For the individual person this is obviously a bad situation. I can understand that. But we treat all refugees, even those who do not have a prospect of long-term residence, well in Bochum. Qamar: For me, it is important to integrate myself into society. I want to work and do not want to get money from social welfare. What do you do to get us into work? It is going to be one of the biggest challenges to quickly find adequate working places for the refugees that came to us. This is important for the dignity and self-esteem of everyone – to be able to earn their own living. Mahmod: Yes, this is important for me as well.
