2.2.1 ISO 9001’s vejledning for udd<strong>an</strong>nelsesinstitutioner (IWA2)<br />

Da ISO 9001 er et generisk kvalitetsledelsessystem som passer til alle org<strong>an</strong>isationstyper, u<strong>an</strong>set<br />

br<strong>an</strong>che, har en del universiteter med naturvidenskabeligt og ingeniørfagligt fokus 20 , taget initiativ til<br />

at fremstille en vejledning for udd<strong>an</strong>nelsesinstitutioner, til hvord<strong>an</strong> ISO 9001 k<strong>an</strong> <strong>an</strong>vendes som<br />

grundlag for en udd<strong>an</strong>nelsesinstitutions kvalitetssikringssystem.<br />

Denne blev udgivet af ISO første g<strong>an</strong>g i 2002 og <strong><strong>an</strong>d</strong>enudgaven kom i 2007:<br />

IWA 2:2007 <strong>Quality</strong> M<strong>an</strong>agement Systems.<br />

Guidelines for the application <strong>of</strong> ISO 9001:2000 in education<br />

Abstract<br />

IWA 2:2007 provides guid<strong>an</strong>ce for a quality m<strong>an</strong>agement system in educational org<strong>an</strong>izations.<br />

<strong>The</strong> guidelines contained within IWA 2:2007 do not add to, ch<strong>an</strong>ge or otherwise modify the requirements<br />

<strong>of</strong> ISO 9001:2000, <strong><strong>an</strong>d</strong> are not intended for use in contracts for conformity assessment or for certification<br />

Som det fremgår, er IWA 2 ikke en særlig kvalitetst<strong><strong>an</strong>d</strong>ard for udd<strong>an</strong>nelsesinstitutioner, men en vejledning<br />

i, hvord<strong>an</strong> ISO 9001 k<strong>an</strong> <strong>an</strong>vendes i udd<strong>an</strong>nelsesinstitutioner. Det fremgår også, at det ikke er<br />

hensigten, at udd<strong>an</strong>nelsesinstitutionerne nødvendigvis skal lade sig certificere efter ISO 9001.<br />

IWA2 k<strong>an</strong> opfattes som en hjælp til de udd<strong>an</strong>nelsesinstitutioner som står over for at skulle etablere<br />

et kvalitetssikringssystem og som ikke ønsker at stå på bar bund.<br />

I artiklen “How Iwa 2 Helps To Implement A <strong>Quality</strong> M<strong>an</strong>agement System In Bacau University” 21<br />

beretter forfatterne om, hvord<strong>an</strong> dette rumænske universitet er blevet certificeret efter ISO 9000.<br />

Det var tilsyneladende v<strong>an</strong>skeligt at fortolke ISO-st<strong><strong>an</strong>d</strong>ardens begreber og omsætte dem til universitetsverdenens<br />

terminologi og fremg<strong>an</strong>gsmåder. Alligevel konkluderer de:<br />

In December 2007 Bacau University was certified ISO 9000 <strong><strong>an</strong>d</strong> the arguments in favour <strong>of</strong> certification<br />

outweigh the negative arguments. Application <strong>of</strong> the ISO 9000 st<strong><strong>an</strong>d</strong>ards is not straightforward.<br />

<strong>The</strong> requirements <strong><strong>an</strong>d</strong> even the underlying concepts have to be ‘tr<strong>an</strong>slated’ or ‘interpreted’ into a<br />

l<strong>an</strong>guage which <strong>an</strong> education or training provider c<strong>an</strong> underst<strong><strong>an</strong>d</strong>.<br />

ISO IWA 2: <strong>Quality</strong> m<strong>an</strong>agement systems - Guidelines for the application <strong>of</strong> ISO 9001:2000 in education, made the<br />

st<strong><strong>an</strong>d</strong>ard easier to underst<strong><strong>an</strong>d</strong> <strong><strong>an</strong>d</strong> implement by the education sector.<br />

I artiklen “<strong>Quality</strong> m<strong>an</strong>agement system at <strong>The</strong> Faculty <strong>of</strong> Economics <strong><strong>an</strong>d</strong> Business” 22 fortæller forfatterne<br />

om et kroatisk universitets arbejde med at implementerer et kvalitetssikringssystem og om<br />

hvord<strong>an</strong> et enkelt fakultet blev certificeret efter ISO 9001. (Uddrag af konklusionen):<br />

….<strong>The</strong> process <strong>of</strong> implementation <strong>of</strong> ISO 9001st<strong><strong>an</strong>d</strong>ard is shown on the example <strong>of</strong> the Faculty for<br />

Economics <strong><strong>an</strong>d</strong> Business. Results <strong>of</strong> the implementation <strong>of</strong> ISO 9001:2008 are following benefits:<br />

• students satisfaction increased,<br />

• well addressed objectives,<br />

• team work <strong><strong>an</strong>d</strong> information flow improved,<br />

• several processes have been re-engineered for better perform<strong>an</strong>ce,<br />

• pl<strong>an</strong>ning has m<strong>an</strong>aged to achieve a direct relationship between its strategic pl<strong>an</strong>, action pl<strong>an</strong>s<br />

• <strong><strong>an</strong>d</strong> the processes,<br />

• all pl<strong>an</strong>s, objectives <strong><strong>an</strong>d</strong> processes are based on stakeholders needs <strong><strong>an</strong>d</strong> expectations,<br />

opportunity to detect <strong><strong>an</strong>d</strong> <strong>an</strong>alyse <strong>an</strong>y org<strong>an</strong>izational activity,<br />

After successful implementation <strong>of</strong> the ISO 9001 model, Higher Education institutions should begin activities<br />

towards excellence, using TQM or EFQM model.<br />
