1.1 Policy <strong><strong>an</strong>d</strong> procedures for quality assur<strong>an</strong>ce<br />

STANDARD:<br />

Institutions should have a policy <strong><strong>an</strong>d</strong> associated procedures for the assur<strong>an</strong>ce <strong>of</strong> the quality <strong><strong>an</strong>d</strong> st<strong><strong>an</strong>d</strong>ards<br />

<strong>of</strong> their programmes <strong><strong>an</strong>d</strong> awards. <strong>The</strong>y should also commit themselves explicitly to the development<br />

<strong>of</strong> a culture which recognizes the import<strong>an</strong>ce <strong>of</strong> quality, <strong><strong>an</strong>d</strong> quality assur<strong>an</strong>ce, in their work.<br />

To achieve this, institutions should develop <strong><strong>an</strong>d</strong> implement a strategy for the continuous enh<strong>an</strong>cement<br />

<strong>of</strong> quality. <strong>The</strong> strategy, policy <strong><strong>an</strong>d</strong> procedures should have a formal status <strong><strong>an</strong>d</strong> be publicly available…<br />

GUIDELINES:<br />

Formal policies <strong><strong>an</strong>d</strong> procedures provide a framework within which higher education institutions c<strong>an</strong> develop<br />

<strong><strong>an</strong>d</strong> monitor the effectiveness <strong>of</strong> their quality assur<strong>an</strong>ce systems. <strong>The</strong>y also help to provide public<br />

confidence in institutional autonomy. Policies contain the statements <strong>of</strong> intentions <strong><strong>an</strong>d</strong> the principal<br />

me<strong>an</strong>s by which these will be achieved. Procedural guid<strong>an</strong>ce c<strong>an</strong> give more detailed information about<br />

the ways in which the policy is implemented <strong><strong>an</strong>d</strong> provides a useful reference point for those who need to<br />

know about the practical aspects <strong>of</strong> carrying out the procedures.<br />

<strong>The</strong> policy statement is expected to include:<br />

• the relationship between teaching <strong><strong>an</strong>d</strong> research in the institution;<br />

• the institution’s strategy for quality <strong><strong>an</strong>d</strong> st<strong><strong>an</strong>d</strong>ards;<br />

• the org<strong>an</strong>isation <strong>of</strong> the quality assur<strong>an</strong>ce system;<br />

• the responsibilities <strong>of</strong> departments, schools, faculties <strong><strong>an</strong>d</strong> other org<strong>an</strong>isational units <strong><strong>an</strong>d</strong> individuals<br />

for the assur<strong>an</strong>ce <strong>of</strong> quality;<br />

• the involvement <strong>of</strong> students in quality assur<strong>an</strong>ce;<br />

• the ways in which the policy is implemented, monitored <strong><strong>an</strong>d</strong> revised.<br />

Det i dag således i høj grad op til den enkelte udd<strong>an</strong>nelsesinstitution, selv at definere hvad kvalitetsbegrebet<br />

skal dække over og hvord<strong>an</strong> det skal måles. Der er udelukkende krav til kvalitetssikringssystemets<br />

struktur, systemets elementer og org<strong>an</strong>isering.<br />

Så på trods af, at en udd<strong>an</strong>nelsesinstitution som D<strong>an</strong>marks Medie- og Journalisthøjskole, selv må opsætte<br />

sine kvalitetsdefinitioner og kvalitetsmålesystemer, så er det alligevel nødvendigt at overholde<br />

specifikke regler og <strong>an</strong>befalinger til struktur og system, fra flere forskellige inst<strong>an</strong>ser:<br />

• Ministeriet for Forskning, Innovation og Videregående Udd<strong>an</strong>nelser (tidligere Undervisningsministeriet)<br />

(love, bekendtgørelser, redegørelser, betænkninger etc.)<br />

• Ministeriets udviklingskontrakt med D<strong>an</strong>marks Medie- og Journalisthøjskole<br />

• D<strong>an</strong>marks Evalueringsinstitut (EVA)<br />

• Den Europæiske Union (EU Bologna-aftalen)<br />

• <strong>The</strong> Europe<strong>an</strong> Association for <strong>Quality</strong> Assur<strong>an</strong>ce in Higher Education (ENQA)<br />

Ingen af disse har som nævnt en klar definition på ”Kvalitet i udd<strong>an</strong>nelse” eller færdigsyede koncepter<br />

og modeller som udd<strong>an</strong>nelsesinstitutionerne blot k<strong>an</strong> implementere. Den enkelte udd<strong>an</strong>nelsesinstitution<br />

er derfor nødt til at skabe sit eget kvalitetssikringssystem, med egne kvalitetspolitikker og
