BITTERFELD-WOLFEN
Das Konzept für die „Goitzsche“ ruhte bisher auf vier
Säulen:
1. Der Ufervertrag 15 :
Alle betroffenen Städte und Gemeinden sind einem
Ufervertrag beigetreten, der die freie Zugänglichkeit der
Ufer für alle Menschen und die Qualitäten für städtebauliche
Entwicklungsvorhaben im Einzugsbereich der
Goitzscheufers definiert.
2. Landschaftskunst und Städtebau:
Vor allem auf der Halbinsel Pouch und auch im Einzugsbereich
des Goitzschewaldes sind großflächige Elemente
der Landschaftskunst miteinander verbunden. Diese
Elemente sind die touristischen Ziele an der Goitzsche.
Dazu zählen u.a. die Kunstprojekte, vor allem auf der
Halbinsel Pouch, wie die Haut, die AGORA, der Goitzschewald,
der Pegelturm, die Wächter, die Kegel und
Hügel, der Fluss, die Inseln aus Stein, das Labyrinth. 16
Mit dem Bau der „Bitterfelder Wasserfront“ in den
Jahren 2003 bis 2005 und der vorbildlichen Sanierung
der „Villa am Bernsteinsee“ wurden Maßstäbe gesetzt.
Mit dem Bau der „Wasserfront“ und dem Stadthafen
sollte erreicht werden, dass das Wasser über die
ehemalige Tagebaukante hinaus bis an die bebaubaren
Flächen herangebracht wird. Damit ist der See nur
noch 500 m vom Marktplatz des Ortsteils Bitterfeld
entfernt.
3. Architekturen als Symbole des Strukturwandels
Jeder komplexe Prozess braucht einfache Symbole, die
„anschaulich“ und möglichst auch „benutzbar“ sind.
Seebrücke und Pegelturm wurden im Frühsommer 2000
fertiggestellt und entwickelten sich schnell zum eigentlichen
Symbol für den erfolgreichen Wandel der gesamten
Industrieregion. Der Bitterfelder Bogen ist eine wichtige
Ergänzung mit eine ganz eigenständigen Erlebniswert.
Darüber hinaus wurde 2008 eine Projektstudie zu einer
symbolartigen, architektonischen und inhaltlichen Erweiterung
des Wasserzentrums in Auftrag gegeben. 17
4. Arbeit in der Region
Schon seit 1999 waren jährlich rund 200 Arbeitnehmer
beschäftigt, die Elemente der Kultur landschaft „Goitzsche“
zu realisieren. Arbeit entstand also nicht erst nach
Abschluss der technischen Sanierung, sondern parallel
dazu. Das langfristige Ziel aber bestand darin, über den
Bau touristischer Alleinstellungsmerkmale und die Bereitstellung
von Flächen (vor allem zwischen Stadthafenmole
und Villa) die Voraussetzungen für dauerhafte Arbeitsplätze
in Tourismus und Freizeitwirtschaft zu schaffen.
Auch heute noch gilt, dass dies nur funktionieren kann,
wenn die Goitzsche nicht nur als Naherholungs gebiet,
sondern als überregionale Destination begriffen wird. 18
Nur dann können auch mittelständische Betriebe
langfristig planen und die bisherigen Investitionen in
Gastronomie und Tourismus werden sich rentieren.
The concept for the Goitzsche has been based to date
on four pillars:

1. The “Lakeside Agreement” 15 :
All towns and municipalities affected entered into a
Lakeside Agreement which establishes free accessibility
to the banks of Lake Goitzsche for all people as well as
outlining the qualities for the urban development plans
within the Goitzsche lakeside catchment area.
2. Landscape art and urban development:
Above all on the Pouch peninsula and also in the Goitzsche
Forest catchment area, there are large-scale elements of
landscape art which are connected with one another. These
elements are the tourism goals of the Goitzsche and include,
among other things, the art projects on the Pouch
peninsula, such as die Haut (the Skin), the AGORA,
Goitzsche Forest, the Pegelturm tower, the Wächter (the
guardians), the Kegel (Cone) and the Hügel (Hill), the river,
the stone island, and the Labyrinth. 16 Benchmarks
were established with the construction of the “Bitterfeld
Waterfront” in the years 2003 to 2005 and the exemplary
refurbishment of the Villa am Bernsteinsee. By building
the Waterfront and the town port, the aim was to
bring the water beyond the former edges of the mining
activities right up to the areas where buildings were to
be constructed. This means that the lake is only another
500 m from Bitterfeld marketplace.
3. Architecture as a symbol of structural change
Every complex process requires simple symbols that are
both “understandable” and, if possible, also “usable”.
The pier and Pegelturm were completed in the early
summer of 2000 and are fast developing to become the
real symbols for the successful transformation of the
entire industrial region. The Bitterfelder Bogen structure
is an important addition with its very own independent
experience to offer. In addition, in 2008, a project survey
was commissioned dealing with a symbolic, architectural
and conceptual expansion of the Water Centre. 17
4. Employment in the region
In 1999, 200 employees per year were already working
on producing elements of the Goitzsche cultural landscape.
And so, work did not wait until completion of the
technical redevelopment before getting underway, but
took place parallel to it. The long-term goal was, however,
to create permanent jobs in the tourism and leisure
industry by building up a unique tourism feature and
providing surface areas (above all between the town jetty
and the Villa) for this purpose.
It is still true today that this can only work if the Goitzsche
is not only a local recreational area, but is also perceived
outside of the regional boundaries as a destination. 18
Only then can medium-sized companies plan in the long
term and only then will the investments that have been
made to date in gastronomy and tourism achieve returns.
