Der Wettbewerb wird auf der Grundlage des Reglements,<br />
das vom europäischen Europan-Verband verabschiedet<br />
wurde, durchgeführt. Das ausführliche Reglement wird<br />
im Internet unter www.europan-europe.eu veröffentlicht.<br />
Das Verfahren lehnt sich an die Richtlinien für Planungswettbewerbe<br />
(RPW 2008) in der vom Bundesbauministerium<br />
ab 28.11.2008 herausgegebenen Fassung<br />
(Bundesanzeiger Nr. 182) an.<br />
Auslober, Teilnehmer sowie alle am Verfahren Beteiligten<br />
erkennen den Inhalt dieser <strong>Auslobung</strong> als verbindlich an.<br />
Gleichzeitig erkennen die Teilnehmer die grundsätzlichen<br />
Voraussetzungen, Anforderungen und Rahmenbedingungen<br />
des Europan 12-Wettbewerbs an.<br />
2 auSLoBEr<br />
Europan, Deutsche Gesellschaft zur Förderung von<br />
Architektur, Wohnungs- und Städtebau e. V. in Kooperation<br />
mit der Stadt <strong>Bitterfeld</strong>-<strong>Wolfen</strong>, vertreten durch<br />
IPG Stadtentwicklungsgesellschaft mbH <strong>Bitterfeld</strong>-<strong>Wolfen</strong>.<br />
3 WETTBEWErBSarT<br />
3.1 Gegenstand des Wettbewerbs<br />
Die ehemalige Chemieregion <strong>Bitterfeld</strong>-<strong>Wolfen</strong> erlebt<br />
seit 1990 einen grundlegenden Strukturwandel. Mit der<br />
neu entstandenen Freizeitlandschaft Goitzsche und dem<br />
„TechnologiePark Mitteldeutschland“ ist ein erfolgreicher<br />
Transformationsprozess eingeleitet worden, der kontinuierlich<br />
fortgeführt wird. Die Anbindung <strong>Bitterfeld</strong>s an den<br />
vor der Innenstadt gelegenen Stadthafen des Goitzschesees<br />
ist in absehbarer Zeit abgeschlossen. Nun stellt sich<br />
die Frage, in welcher städtebaulichen Form und Ausdehnung<br />
eine Neuorientierung der Innenstadt <strong>Bitterfeld</strong>s mit<br />
einer nachhaltigen Stadterweiterung rund um die Goitzsche<br />
realisiert werden kann. Die beiden Brachflächen in<br />
der Gartenstadt Süd und am Stadthafen bieten hierbei<br />
Entwicklungspotenziale von herausragender Bedeutung.<br />
Leitbild der Stadt <strong>Bitterfeld</strong> ist die Weiterentwicklung<br />
der Stadt als komplexer Arbeits-, Wohn- und Freizeitstandort,<br />
ein Anspruch, dem mit der Entwicklung<br />
des Goitzschesees ein wertvolles Potenzial zugewachsen<br />
ist. Die Stadt soll damit nicht nur ein Ort zum Arbeiten<br />
und Wohnen, sondern in einer neuen Form „ein Ort zum<br />
Leben“ werden. Dieses Leitbild soll nicht nur in einzelnen<br />
(baulichen) Maßnahmen, sondern auch in der Selbstdarstellung<br />
der Stadt umgesetzt werden. Durch die Reaktivierung<br />
der Brachflächen „Gartenstadt Süd“ und der<br />
Fläche zwischen Stadthafen und Villa am Bernsteinsee<br />
bietet sich die Chance, neue Wohntypologien und attraktive<br />
Sport-, Freizeit- und Erholungskonzepte zu schaffen,<br />
die in ihrer Qualität und Ausstrahlung über das bisherige<br />
Angebot hinausgehen und neue Bewohner anziehen.<br />

The competition is implemented in conformity with the<br />
rules passed by the European Europan federation. The<br />
complete rules will be published under www.europan-europe.eu<br />
on the European website.<br />
The competition is held in accordance with the principles<br />
and directives for competitions in the field of<br />
planning – RPW 2008 – in the version published by the<br />
Federal Ministry of Housing effective as of 28 November<br />
2008 (Bundesanzeiger No. 182).<br />
The organisers, competitors and anyone associated<br />
with the competition recognise the content of this<br />
launching text as binding. At the same time the competitors<br />
recognise the basic requirements, demands and<br />
general conditions of the Europan 12 competition.<br />

3 TYpE oF CoMpETITIon<br />
3.1 object of competition<br />
The former chemical region of <strong>Bitterfeld</strong>-<strong>Wolfen</strong> has<br />
undergone fundamental structural changes since 1990.<br />
A successful transformation process was initiated with<br />
the new Goitzsche recreational landscape and “Technology<br />
Park Central Germany”, and this is to continue.<br />
The links between <strong>Bitterfeld</strong> town centre and the nearby<br />
Town Quay on Goitzschesee will be completed in the<br />
foreseeable future. Now the issue at hand is to determine<br />
the shape and extent of reorientation of <strong>Bitterfeld</strong><br />
town centre with a sustainable urban expansion around<br />
the Goitzsche. The two wasteland sites in Garden City<br />
and at Town Quay offer outstanding development potential<br />
in this respect.<br />
The vision of <strong>Bitterfeld</strong> Town Council is the development<br />
of the town as a complex residential, living and<br />
residential centre. This vision has started to materialise<br />
with the development of valuable new potential around<br />
Goitzschesee. The town should not only be a place to<br />
live and work, but become a new form of “place to live”.<br />
This vision is to be realised not only in single construction<br />
measures, but also in the town’s self-expression.<br />
The revitalisation of the Gartenstadt Süd and the area<br />
between Town Quay and Villa Bernsteinsee will be an<br />
opportunity to create new housing typologies and attractive<br />
sports and recreational concepts whose quality<br />
and appeal go beyond the present amenity level and<br />
attract new residents.<br />
